    Outcome progress note for the year

    PCO SN Outcome 3.1: Policies and plans are adopted and implemented to enhance the socio-economic empowerment of women (including from marginalized groups and home-based workers) (aligned to SP Output 8)

    There was significant progress towards this outcome in the reporting year. Through the technical assistance provided by Pakistan Country Office (PCO) to the Government of Khyber Pakhtunkhwa, the Home-Based Workers (HBW) law was drafted, and vetting process facilitated. The law was passed by the provincial assembly, and PCO further provided technical assistance to the Labour and Human Resource department to draft rules of business to lay down the implementation mechanism of the said legislation. This law will enhance the socio-economic empowerment of women (including from marginalized groups and home-based workers) and provisions of decent work and social safety/security. During the implementation of the law a transformational change to enhance the labour rights of home-based workers is an expected outcome for 2022.

    This outcome has been achieved through engaging relevant stakeholders to facillitate the implementation of Home Based Worker law in KP and Balochistan. For this purpose PCO held consultative meetings with provincial labour & human resources departments to explore avenues of collaboration on technical support and policy interventions that will enhance support to HBWs in achieving thier labour rights.
