Peace talks, recovery, conflict resolution and peace building planning processes include women’s participation and promote and protect women’s human rights.
UN Women’s Programme on Women, Peace and Security (WPS) directly contributes to SDG (16) : Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels In 2022, the programme has mainly contributed to the outcome of promoting the empowerment of women through interventions that support the peace, security and resilience in the communities as well as the meaningful participation of women in peacebuilding. UN Women raised the WPS Agenda in BARMM by ensuring that needs of women and girls in conflict-impacted areas area reflected in local Gender and Development plans in over 17 local government units, ensuring that programs and services reach the most vulnerable women and girls in the Bangsamoro region.

Launched Dec 11, 2023 (NAP WPS) and Oct 05, 2023 (RAP WPS)(approved by principles) The NAP and RAP WPS is the response of the Philippine Government to various international instruments on women, peace and security. It supports the implementation of national mandates on women and gender equality as well as peace and development. It is a product of constructive engagement between the government and civil society towards addressing sexual and gender-based violence in the context of conflict and promoting women’s participation in peacebuilding.

The normalization in the BARMM which is part of the peacebuilding process have included women's participation. Though UN Women's leadership, 20 local action plans translating the specific provisions of the Regional Action Plan on Women Peace and Security into concrete actions were completed in 2021. These embodies the framework and commitments of these engaged institutions on how they will fulfil, promote and protect the rights of women living in areas where there are active armed conflicts. Women participated in these planning processes hence they influenced not only the contents of the plans but these processes has become the platform themselves where women had the opportunity to influence governance.
