Advancing business transformation
The Cluster is considered achieved since the business transformation was advance and indicators reached. Following a limited Audited in 2021, the UN Women Internal Audit Service (IAS) rated the Office as satisfactory meaning that “ The assessed governance arrangements, risk management practices and controls were adequately established and functioning well. Issues identified by the audit, if any, are unlikely to affect the achievement of the objectives of the audited entity/area . ” UN Women followed up on the two recommendations to address the areas for improvement, one high and one medium. A Case Study on Electronic Monitoring System was produced capturing lesson learned, specific risks and mitigation strategies in cases of high scale procurement was made. To address the Audit recommendation to strengthen Office structure, the Office received support from ECA RO with core funds for gradual transition to the full Delegation of Authority and the establishment of posts for the Operations Analyst, and Administrative Assistant who were recruited in August 2022. The Office updated the Organigram in line the Change Management typology. The Office participated in annual LSSC exercise and BOS 2.0 review. All inputs were given in a timely manner and were submitted for review. Operations Analyst participated The staff supporting operations took part in the BOS 2.0 intermediate training and CIPS 3 certification as well as numerous Quantum-related trainings. The staff is now skilled and empowered to support business transformation and support the delivery of the triple mandate.

The output cluster was completed since business transformation was advanced and planned indicator targets achieved. The staff is better equipped and empowered to support operations and deliver the triple mandate. This is a result of participation at Quantum-related trainings online (eg., supplier maintenance, procurement, travel procedures, accounts payable, zero-dollar invoice and RMS linking to Quantum trainings). Operations Analyst participated in BOS 2.0 and Common Premises Data review. 4 RPs under 6 different Partner Agreements were subject for the external audit for the expenses in 2024. Only one partner, Atina, had minor findings which were addressed and finalized by HoO. Office established a Finance Associate position and finalized the recruitment. Finance Associate on board as of 1 October. An Annual Retreat was held focusing on Personal and professional boundaries and Communication Skills Development. In the reporting period, UN Women maintained both permanent offices at UN House and alternate offices-working remotely.

This is a result of participation at Quantum-related trainings online (eg., supplier maintenance, procurement, travel procedures, accounts payable, zero-dollar invoice and RMS linking to Quantum trainings). Operations Analyst participated in BOS 2.0 review. The Common Back Office will not be established in Serbia based on the results of the cost benefit analysis, as agreed in the 8+1 ASG meeting 21 February 2023. The Office took part in the Western Balkan Roadmap exercise and provided extensive inputs and supporting documents. Six RPs under 7 different Partner Agreements were subject for the external audit for the expenses in 2022. Only one partner, Association of Roma Novi Becej, had minor findings which were addressed and finalized by HoO. As per Audit Recommendations to strengthen the office structure and enable transition to Full Delegation of Authority, the Office requested funds to establish a Finance Associate position. The Office completed the Functional Review Survey on Support and services provided by the ECA Regional Office. An Annual Retreat was held focusing on how challenges in daily work and what can be improved. In the reporting period, UN Women maintained both permanent offices at UN House and alternate offices-working remotely. Operations Analyst participated in Common Premises Data Review.
