Business Transformation
Result: Office increased its effectiveness and efficiency through capacity building, structural reorganization and division of labor, and explored on the innovative ways of working. Evidence: Following the Internal Audit Exercise and implementing the Management Response Plan, the financial and administrative reorganizations have been introduced to improve business processes: instead of provision services/working under specific projects, two junior project-based admin/finance assistants distributed all tasks between each other: one has become responsible for all travel and events, another – contracting and procurement. Both are working under the supervision of the senior Financial/Administrative Assistant, who is responsible for quality control and assurance and overall budget management. Staff attended training organized by the HQs and the RO on Quantum Office contributed to the roll-out of the BOS strategy by largely relying on shared LTAs for various services. Operational activities, like an update of ERM, BCP, month-end closure and spending plans, etc. were managed on time. Office fully complied with the month-end/year-end closure procedures For the further capacity building of the staff and personnel a refresher training was organized on operational matters (SSAs, procurement, cash advances to IPs/RPs, ICF, Atlas session, etc.). Day-to-day collaboration with and guidance from the Regional Operations Manager (OM) and cross-country exchange with the Kyrgyzstan OM and team (joint training session on SSAs and other priority issues) further streamlined the business processes in the Office. The senior Financial/Administrative Assistant served as the key custodian of the Spotlight Programme in Tajikistan on finance and was instrumental in discussion with the Regional Spotlight Programme in the regional Spotlight retreat in June 2022. The senior Financial/Administrative Assistant and one of the Project Managers acquired new knowledge and skills to conduct gender-sensitive procurement at the regional capacity building event in Istanbul in September 2022 Additionally, Programme and administrative/finance staff participated in four cross-country and regional knowledge exchange initiatives which promote innovative ways of working / promising practices. Result: Knowledge, innovation, results-based management, and evaluation incorporated in the programmes to ensure high quality and effectiveness. Evidence: Capacities of the Office, quality and effectiveness of its interventions improved due to the wide application of the knowledge management, innovation, results-based management, and evaluation recommendations: Following innovations were introduced: To ensure National HIV authorities and other stakeholders receive the first-hand objective information about the needs of WLWH and timely provide needed response, the participatory monitoring has been introduced by organizing a joint training for WLWH and specialists from the National AIDS Center to and pilot joint monitoring visit conducted to assess the progress and effectiveness of the National HIV Programme implementation. Women and girls are better protected and assisted in filing their cases according to the strategic litigation and special procedures of the UN and CEDAW. 33 lawyers of human rights organizations and individually practicing lawyers increased their knowledge and ability on the international and national standards of the protection of women and girls from gender-based violence. During the year, this group comprised the core group of the human-rights defenders against VAWG in Tajikistan and was vocal in mass-media and social networks. To bring transformative gender changes into the families and communities, the Gender Action Learning System methodology incorporated into two new programmes (SLI and Migration) and will be implemented in 2022. The first collective effort of NGOs in Tajikistan to strategise their work in the field of EVAW for more tangible results - the CSO strategy on addressing VAWG was developed under the guidance of UN Women. in 2021, the School of Gender Advocates was first opened for 20 participants from various NGOs and institutions, representing WLWH, WWD, etc. Trainees will be introduced to the various gender issues and topics to be able to protect gender rights in their future work. Following RO innovations lab , Office supported two projects by young activists, identified by the RO. Activities contributed to sharing the new concepts on important issues in the GEEW sphere in Tajikistan and created a space prototyping and having innovations to test. Knowledge management: The Country Gender Equality Brief developed by the Office was highly praised by UNCT and largely contributed to the CCA and further to the UNSDCF development. Office conducted Gender and Climate Change session for the interested UN staff from other agencies at the regular Choyhona session (informal gathering of interested staff) . Office supported the development of a number of learning and media materials and conducted an offline and online information sharing in social media aimed at increasing knowledge on WPS, basic principles of GEEW, etc. To assess further opportunities for advancing women and girls access and role in ICT, the Office organized a brain-storming session with the stakeholders in ICT, girls in ICT, private sector representatives, other UN entities. Several observations and recommendations have been shared and developed. RBM and evaluations : The final UNDAF evaluation well captured and provided valuable comments on gender mainstreaming in UNCT work: UN Women, with the support of the RO Monitoring and Evaluation specialist, significantly contributed to the ToR, design, and final report of the Final UNDAF evaluation. The ToR and design of the final evaluation of the EYPT project greatly benefitted from the insights and guidance from the RO Evaluation specialist. The evaluation will be conducted in 2022. Recognition of the technical capacity and work of UN Women by the Global HIV/VAWG independent evaluation led to increasing of the Unified Budget, Results and Accountability Framework (UBRAF) country envelope allocations for UN Women for up to 60%: work of the UN Joint Programme on HIV/AIDS on preventing and responding to violence against women and girls, including UN Women's contribution was evaluated under the Global HIV/VAWG independent evaluation. The evaluation team made a special mark on the valuable experience of UN Women in support of WLWH in the process of submission of CEDAW report, applying innovations in HIV response, building transformative leadership and advocacy capacities of women living with HIV, building their economic independence, analysis of laws and policies and further recommendations for their reform. This experience was strongly considered during the planning of gender mainstreaming into UBRAF projects to be implemented by UN Women in 2022-2023 and informed the proper distribution and planning of resources and activities.
