Government planning and budgeting process, Govt. accountability mechanism, including electoral management system are strengthened to achieve National GE priorities, aligning with international normative standards.

The government has been increasing GRB allocation for sectoral ministries and divisions, the 8th Five Year Plan identified financing for gender equality as critical to achieve gender quality and women's empowerment. The five-year plan is projected to increase GRB allocation from 31% in 2021 to 35% by 2026. BCO is jointly implementing gender responsive planning and budgeting project for last three years jointly with the National Women ’s Machinery. The project has strengthened capacity of gender focal points of 25 ministries/divisions for effective gender responsive planning and budgeting. In addition, the National Action Plan of the National Women Development policy is being updated through the project . Though the project ended in June 2021, the National Women ’s Machinery decided to extend the project for effective gender mainstreaming using GRB as a tool. The next

Supportive and well-coordinated policy environment is in place to ensure gender-responsive localization and effective monitoring of the SDGs

BCO worked jointly with Bangladesh Bureau of Statistics (BBS) to establish a well-coordinated mechanism for the generation, analysis, and dissemination of gender statistics in Bangladesh. The Women Count project supported the creation of a national inter-ministerial governing body for gender statistics, which has helped bring attention to gender data across the country. In addition, with UN Women’s support a gender statistics cell has been established within BBS to regularly collect gender statistics in relation to SDGs requirement. This is expected to help the government to secure resources and expand the collection of gender data for effective localization of SDGs in Bangladesh. The Women Count project also supported the design and implementation of a Time Use Survey and several studies and helped strengthen gender statistics cell to be knowledgeable and independent for gender mainstreaming across surveys of BBS. BCO provided technical and financial support to create an enabling environment within the National Statistical Office to bring gender statistics as a critical issue to be highlighted.

Quality, comparable and regular gender statistics are available to address national data gaps and meet policy and reporting commitments under the SDGs, CEDAW and Beijing Platform for Action

In collaboration with the National Statistical office, BCO conducted a national Time Use Survey for the first time in Bangladesh. The survey was planned under Women Count project and field work for the survey was conducted during January-April 2021. The Time Use Survey will help generate new dimension in the context of unpaid care work in Bangladesh. The Women Count project also supported BBS to conduct a study on SDGs indicators. The study helped to understand and prioritize gender related indicators of SDGs, BBS will further use the study findings to mainstream gender equality in other survey's, particularly in HEIS and LFS. BCO supported the Ministry of Women and Children Affairs to develop the Beijing+25 national review report and State Party report on CEDAW, for both reporting data was used from the existing surveys of BBS. As a result of UN Women’s partnership with BBS, a systematic process to generate gender statistics in BBS is now in place, with organized structural arrangements developed with support from BCO.

Gender statistics are accessible to all users (including governments, civil society, academia and the private sector) and can be analysed to inform research, advocacy, policies and programmes, and to promote accountability

BBS produced two policy briefs under Women Count project and conducted a national Time Use Survey. As per plan series of user-producer dialogues were planned to disseminate findings and information on gender statistics with the users. However, due to COVID situation there was option to organize user-producer dialogues in 2021.

Appropriate policies, programmes and practices that promote and ensure women's economic empowerment at both national and local levels are adopted and implemented

The socioeconomic reintegration model for returnee women migrant workers in the COVID-19 created strong evidence to government policy makers and implementers in order to formulate a comprehensive national policy on reintegration by the Government of Bangladesh. A learning sharing workshop was held on the project's experience and practices with Government senior officials in December 2021. The project learning would help them to integrate gender responsive elements for reintegration policy as said by the senior officials of Ministry of Expatriates' Welfare and Overseas Employment (MoEW&OE) in that meeting. Under the UN joint programme (UNJP) titled “Enhancing social protection of female tea garden workers and their families in Bangladesh” UN Women along with the partner UN agencies (UNICEF, ILO and UNFPA) continued the policy advocacy initiatives to support and contribute to social policy and legislative reforms so that tea garden communities’ voices are heard, and they are protected from economic and social vulnerabilities and poverty and have access to quality basic social services. UN Women leading on the advocacy for Gender Responsive Planning and Budgeting (GRPB) towards increased investment for most disadvantaged women workers and their family members in the tea communities. In the policy dialogue webinar held on GRPB, Ministry of Women and Children affairs (MoWCA) senior official expressed their policy commitment to increased social protection support for women workers of tea gardens in Bangladesh. It was published in the newspaper as quoted “ Ferdousi Begum, deputy secretary (budget and audit) at the Ministry of Women and Children Affairs (MoWCA), said: "By 2025, we wish to support 100% of pregnant mothers in vulnerable communities and we also have the safety net for female tea garden workers in Sylhet, which is ongoing." There is increased collaboration in the area of Women's Economic Empowerment (WEE) between UN Women and ILO. A letter of collaboration was signed between two sisters agencies to cooperate on the WEE to support the Government of Bangladesh and social partners during the period of the UNSDCF 2022-2026.
