Outcome progress note for the year
By 2027, the population in CAR, particularly women, children, youth and other vulnerable groups, have access to and use quality education, health, nutrition, water, sanitation and hygiene, food security and social protection services in an inclusive and sustainable manner (UNSDCF, Population Pillar, Outcome 1)
To provide emergency support to women and girls affected by the acute crisis in Haut-Mbomou (Central African Republique) and ensuring their full participation in the ongoing peace and stabilization process, UN Women has set up water and hygiene infrastructure, where 35,000 vulnerable people (forcibly displaced, returnees and host communities) have access to quality basic social services, including water, hygiene and sanitation. The health and social protection of the 900 victims of GBV in Birao, Sam-Ouandja and Paoua-Betoko are provided by UN Women through psychosocial support and the distribution of dignity kits to victims of GBV. This multifaceted support from UN Women has enabled these victims in the project localities to regain their dignity in order to overcome their shocks. There is also support in the field of food security and social protection for more than 3375 vulnerable groups. Vulnerable communities in the project areas have seen improved access to livelihoods thanks to UN Women's support through the implementation of the project to promote food self-sufficiency in the targeted communities. Beyond project interventions, UN Women operational presence has catalyzed key strategic collaboration (MoU signed with UNHCR and WFP) and its coordination role within the HCT and through chairing the GiHA group and producing advocacy materials (gender alerts) and strengthening capacities of humanitarian actors in Bangui and on field. Aligned with the SDGs, national frameworks, Japan government vision, and UN frameworks, UN Women contribute to address the impact of political crises in Sudan and Chad affecting CAR. This initiative uses a holistic approach to tackle challenges faced by women and girls in conflict areas by integrating gender-sensitive strategies and encouraging women’s participation in peace processes, it provides emergency support and promotes long-term resilience, aiming to meet humanitarian needs and contribute to sustainable development.

Following the IASC membership of UN Women, request from HCT for UN Women to Chair the Gender in Humanitarian Working group in 2023, and technical support in strengthening the integration of gender in the Humanitarian Needs Overview, the Humanitarian Response Plan and the Refugee Response Plans, 2023 has seen significant progress on this indicator.

UN Women supports the Central African Republic (CAR) to ensure that by 2027, women, children, youth, and vulnerable groups have equitable and sustainable access to education, health, nutrition, water, sanitation, hygiene, food security, and social protection. In order to ensure that by 2027, women, children, youth, and vulnerable groups have equitable and sustainable access to education, health, nutrition, water, sanitation, hygiene, food security, and social protection, UN Women plans the following actions to make sure that the Population Pillar of the UNSDCF is fully inclusive and gender-sensitive in CAR: - In the area of education and empowerment, UN Women should advocate for the integration of gender equality in school curricula and support girls to reduce school dropout rates; - In health and nutrition: support for gender-sensitive services, particularly maternal and child health, and targeted nutrition programs; - Regarding WASH and food security: support for community projects led by women for access to safe drinking water, sanitation, and agricultural resilience; - For social protection: promoting inclusive social safety nets and protection mechanisms adapted to the needs of women and girls; - For a better cross-cutting approach: it should ensure the systematic integration of gender into public policies and coordination with UN agencies and civil society.
