Staff safety and well-being were reinforced through targeted sessions delivered by DSS and OCR, ensuring personnel were equipped to operate safely in a complex context, while access to counseling services supported staff mental health and resilience. The office also enhanced staff capacity and performance through sustained investment in learning and professional development. The rollout of the PRISM system resulted in strengthened technical and operational competencies across the team through blended training modalities. In addition, staff participation in Regional Office–led trainings in Panama and EVAW, among others, contributed to improved programmatic quality and operational effectiveness. Collectively, these actions fostered a high-performing organizational culture and enabled staff to contribute more effectively to the delivery of results.

    During 2023 there has been a continuous effort to foster a work environment that promotes a results-oriented organizational culture. There is increased collaboration between program and operations. In addition, with training offered to all staff by headquarters, there has been a positive response from staff, indicating an increased commitment to professional development. Opportunities for professional development and growth have been provided, opening the FTA position at NOB level to which the EVAW colleague who had been working in SC mode had access. The contractual modality was upgraded to SC for colleagues who were working as consultants in administrative program support functions.

    In 2024, the Ecuador office has made significant progress in fostering an empowered workforce and promoting an inclusive organizational culture, aligning with the objectives of Output SP 4. Staff safety and well-being have been key priorities throughout the year. Sessions provided by DSS and OCR ensured that all personnel were equipped with the necessary tools to navigate challenges securely, while counseling services were made available to support colleagues' mental health as needed. Capacity building and professional growth opportunities have been pivotal in empowering staff. The implementation of the Quantum system required significant investment in virtual, in-person, and online training, contributing to the development of new competencies across the team. Staff participation in training sessions offered by headquarters and the Regional Office highlighted their commitment to continuous professional development. These efforts included participation in the Project and Portfolio Management PPM Workshop in Panama by three National Officers, as well as individual training achievements such as completing workshops on disability, gender-responsive evaluation, human rights responsibilities, and women, peace, and security. These collective efforts demonstrate the office's commitment to nurturing an inclusive and high-performing organizational culture, where staff are empowered to contribute meaningfully to the achievement of shared goals.
