The AULO advanced partnerships and resourcing while effectively influencing for impact and scale through several strategic initiatives:
Collaboration with AU and UNECA : AULO worked closely with AU and UNECA offices to ensure that joint efforts aligned with UN Women and AU gender strategies in Africa. This collaboration was designed to avoid duplication, ensure coherence, and drive results by leveraging UN Women’s country and regional work at the continental level.
Engagement with AUC Departments : The AULO maintained ongoing engagement with various AUC departments, including WGYD, ARBE, ESTI, PAPS, HHSD, and the Office of the Special Envoy on Women Peace and Security. This engagement ensured that gender equality and women's empowerment remained integral to the policy and programmatic agendas of these departments.
Facilitating Coordination : In 2024, the AULO served as an entry point for UN Women Country and Regional Offices to engage with the AUC mainly through the Beijing+30 review, pre CSW/common position for Africa and the AU convention. It facilitated coordination between the Women, Gender, and Youth Directorate (WGYD) and gender ministries at the member state level, leveraging its strategic position to enhance collaboration across different levels of governance.
Public-Private Partnerships : The office emphasized the importance of public-private partnerships and private sector engagement in implementing its Strategic Note (SN). During the reporting period, it secured funding from Siemens AG boosting its resource base to support its initiatives.
Strategic Actions for Visibility : The AULO undertook several strategic actions to enhance the visibility of its initiatives. These included supporting regional consultations and continent-wide campaigns on the AU Convention on Ending Violence Against Women and Girls (AUCEVAWG), celebrating International Rural Women Day, and leading Africa's regional review for the 30th anniversary of the Beijing Declaration.
Addressing Digital Gender Gaps : The office addressed digital gender gaps by highlighting the achievements of young women in technology during Youth Month events, such as the Pan African Youth Forum and a mini hackathon.
Awareness Campaigns : AULO raised awareness about violence against women through impactful social media campaigns and public events, further solidifying its leadership and commitment to gender equality and women’s empowerment.
Nurturing an empowered workforce and advancing an inclusive UN-Women culture
UN Women LO facilitated capacity development for its staff by enabling two team members to undertake project management training. Additionally, it organized training on the new PMR policy in collaboration with the Ethiopia Country Offices (COs) and provided opportunities for participation in strategic leadership retreats organized by ESARO focusing on areas like Monitoring & Reporting and Women, Peace, and Security (WPS). These initiatives were aimed at enhancing staff capabilities and retaining top talent to ensure the successful delivery of its programs under the Strategic Note (SN).
Effective normative, programmatic and coordination products, services and processes
In 2024, the UN Women Liaison Office successfully completed the final evaluation of the Africa Girls Can Code project and the MOU between the AU and UN Women. The office was also substantially involved in the Spotlight Initiative Africa Regional Program joint final evaluation. The validation of these evaluations was meticulously conducted, and the reports were shared with the Regional Office. The management response for the MOU evaluation has been uploaded in GATES.
Additionally, the office conducted an intensive mid-term assessment of the Strategic Note (SN) and validated the report. This evaluation marks a significant step in assessing the effectiveness of the interventions and shaping future strategies. The SN mid-term review employed a range of methodologies, including desk reviews, joint partner situation analyses, self-assessments, and validation with the Regional Office team

During the reporting period, UN Women Ethiopia strengthened its coordination mandate, contributing to the development of a gender-responsive United Nations Sustainable Cooperation Framework (UNSDCF) for 2025-2030. This involved ensuring a dedicated focus on gender equality, women's empowerment, and youth development within the framework. The organization also facilitated a comprehensive review of the UNCT SWAP Gender Equality Scorecard with involvement from 20 agencies. The final assessment results were presented to the UN Country Team on November 28, 2024. Moreover, UN Women enhanced coordination among donors and civil society by co-chairing the Donor Group on Gender Equality (DGGE). A retreat organized in April 2022 allowed discussions around contributions to key policies such as national dialogues and transitional justice. Additionally, through its Civil Society Advisory Group (CSO-AG), UN Women updated a Civil Society Mapping Report that assists in identifying and collaborating with civil society organizations across Ethiopia. UN Women also aided the Government of Ethiopia in meeting its commitments regarding gender equality through technical support for a Comprehensive National Review related to Beijing+30. This participatory review process involved consultations across various sectors led by relevant ministers and included inputs from civil society organizations. Furthermore, initiatives were taken to establish accountability mechanisms for gender equality commitments within federal ministries. An event held on August 29 recognized high-performing ministries like Health and Education while signing an MoU with the Office of Auditor General aimed at integrating gender into performance audits. In legislative efforts, UN Women supported developing a Gender Mainstreaming Strategy and Toolkit for Ethiopia's House of Peoples' Representatives (HOPR), enhancing institutional capacity for promoting gender-sensitive practices in legislative functions. Plans are underway to translate this toolkit into Amharic for broader dissemination among regional councils. Significant progress was made under UN Women's Global Flagship Initiative “Safe Cities and Safe Public Spaces.” In Shashemene, local institutions executed projects focused on safety improvements such as repairing streetlights and engaging communities against violence towards women. In Addis Ababa, educational programs integrated violence against women prevention strategies reaching over 2,000 individuals while legal awareness services benefitted hundreds more. The SASA! community mobilization strategy implemented in Oromia showed substantial shifts in community attitudes toward violence against women; rejection rates increased significantly along with greater awareness linking violence to women's vulnerability regarding HIV/AIDS. These efforts resulted in considerable improvement toward achieving Sustainable Development Goal (SDG) 5 (Gender Equality). UN Women's intervention has provided extensive support to survivors of violence against women and girls across various regions including Addis Ababa and Tigray—benefiting nearly 999 survivors alongside their children through holistic service packages comprising counselling, legal assistance, vocational training opportunities which have led many towards rehabilitation enabling them re-engage economically or pursue education successfully reinstating their dignity while contributing positively towards SDG goals related both to equality as well as economic growth.

UN Women, in collaboration with the Ministry of Women and Affairs, has made significant strides in promoting gender equality and empowering women and girls through various initiatives across Ethiopia. One of the key achievements is the establishment of the quarterly Children, Youth, and Women – Research and Practice Forum. This forum serves as a platform for experts to discuss research findings, propose policy recommendations, and share best practices regarding issues affecting women and girls. The forum is made accessible both physically at the Ministry of Women and Social Affairs (MoWSA) as well as virtually. Notable presentations have included studies focusing on topics such as gender-responsive fiscal policies, tax compliance through a gender lens, and technology-facilitated violence against women in Addis Ababa. In addition to this forum, UN Women has partnered with local entities to create an annual research dissemination event aimed at amplifying discussions around critical issues affecting women’s rights. Further enhancing regional capabilities for gender mainstreaming in humanitarian efforts are the Gender Strategy and Coordination Frameworks developed for Somali and Amhara regions. In Somali region specifically, a five-day training session focused on gender-responsive disaster preparedness was conducted for 32 humanitarian actors. This initiative strengthens disaster management capacities while ensuring that vulnerable populations are adequately considered during humanitarian responses. In Tigray region, UN Women's Gender-in-Humanitarian-Action Technical Working Group (GiHA TWG) has actively integrated gender-specific strategies into health-related clusters to enhance programming through 2025. In collaboration with local stakeholders including BoWA (Bureau of Women's Affairs), various initiatives have been launched aimed at economic empowerment for ex-combatants; notably supporting 340 ex-combatant women through tailored training programs focusing on psychosocial support alongside practical skills development. Cohort One benefitted from business management training coupled with protection allowances targeting vulnerable individuals among them while Cohort Two received technical skills training across sectors such as agriculture which aids their reintegration into society by fostering economic independence. UN Women's impactful contributions extend to national levels where extensive consultations were held nationwide to shape Ethiopia's National Action Plan on Women Peace Security (WPS). The first draft encompassing essential components like Theory of Change along with Monitoring & Evaluation Frameworks was shared among federal ministries in September 2024; subsequent refinement steps are planned alongside budgetary considerations aiming towards effective implementation upon finalization. Another notable initiative includes collaborations designed to strengthen women's leadership roles within governmental structures; efforts resulted in over 100 middle-level female leaders acquiring transformative leadership capabilities which bolster their influence within public offices—especially relevant during rebuilding initiatives post-conflict situations particularly noted within Tigray region contexts. Moreover partnerships formed between UN Women & Ministry of Foreign Affairs facilitated specialized training equipping diplomats—81 total participants—with essential skills necessary not only for navigating complex diplomatic frameworks but also promoting peace processes internationally fostering collaborative environments within foreign affairs realms.
