UN Women signed two MoU with Ministry of internal Affairs and Ministry of Finance
Ministry of Labour and Social Protection has joined the Global Alliance for Care, as part of the Global Generation Equality movement, following UN Women advocacy efforts. UN Women Moldova FB page registered 1857 new followers, with a total of 34508. The Twitter account registered 187 new followers with a total of 5137 followers. The Instagram account has 5151 followers with 918 new followers.
Five main campaigns organized during the reporting period: i) on the role of girls and women in digitalization and their contribution to the development of technologies and innovations as part of the International Women’s Day (IWD); ii) on how to prevent and combat gender-based violence and on the services available for survivors of violence. Iii)the 16 Days of Activism against Gender-Based Violence Against Women and Girls, iv) the Campaign Against Violence towards Women in Politics, v) and the Roma Women Empowerment Campaign.
As well, CO initiated the negotiations with SDC and ADA on potential financing of two UN join projects, currently the project documents being under development. The signature of the FA is expected in the course of 2024 year.
Nurturing a diverse and empowered workforce and advancing an inclusive UN-Women culture
The CO has made significant progress towards the achievement of this output during the reporting year contributing at cross-regional knowledge building and good practice exchanges with other colleagues globally and regionally, and developing new knowledge products.
The CO shared the Moldova UINCT’s experience in progressing towards the implementation of the SWAP GE indicator 5.2 in the frame of the capacity building workshop “Asia-Pacific regional training on UN system accountability frameworks to advance gender equality and women's empowerment”.
The CO presented globally the work done on political participation in particular on addressing violence against women in politics and supporting women to run for elections, during the Global COP on WPP.
UN Women developed 8 knowledge products in partnership with Agency (UNHCR) and partners during the reporting period
Two evaluations committed by UN Women CO helped to the planning process for next strategic Note and to build on lessons learned the second phase of the projects, under EU financial support aiming to support GEWE agenda at country level.
National Authorities, the media, political parties, women and men are more familiar with what can be done to prevent violence against women in politics and how to adjust the legal provisions on protection mechanisms for women facing violence in politics and during elections in the Republic of Moldova. For this UN Women Moldova, in cooperation with UN Women Regional Office for Europe and Central Asia and financially supported by Sweden, developed a set of informative cards that explain key concepts about the phenomenon of violence against women in politics.
National authorities and private sector as key partners for women economic empowerment (WEE) have better knowledge about Women’s Empowerment Principles (WEPs) and on family-friendly policies. For this UN Women in partnership with a consortium led by PwC Georgia and in association with PwC Moldova (jointly referred to as “PwC”) conduct the baseline study to analyse the WEPs and the gender equality and women’s empowerment work accomplished in Moldova. The study report will be used to raise greater awareness of the tangible business benefits of diversity and inclusion within private sector companies in Moldova.
The second study on the costs and benefits of institutionalizing childcare services within the Republic of Moldova was conducted by Cambridge Econometrics in collaboration with CIVITTA, at the initiative of UN Women, UNFPA, and UNICEF, funded by the Austrian Development Agency (ADA) and Sweden. The findings of the study will support the development and implementation of the National Programme on childcare for children under 3 years old, as well as policy and legal amendments on family-friendly arrangements in public and private sectors.
The collective efforts of Moldovan civil society organizations (CSOs), including women-led organizations (WLOs), women’s rights organizations (WROs), refugee-led organizations (RLOs) and initiative groups (IGs) have been instrumental in addressing the needs and promoting the rights of refugees from Ukraine who have sought protection in Moldova since the escalation of the conflict in February 2022. These was the findings of a comprehensive overview of the CSO ecosystem in Moldova, commissioned In late 2022, UN Women and UNHCR. The report on mapping of all local CSOs supporting the refugee response in Moldova, including WLOs, WROs, RLOs and IGs was released in 2023. The objective was to better understand the landscape of service providers, and to identify existing capacities and opportunities to enhance and support their meaningful engagement and participation in the refugee response.
The stakeholders working on humanitarian-development nexus in Moldova have better understanding of issues refugees faces during conflict and displacement. Particular at-risk groups may face intersecting forms of discrimination, marginalisation, and increased protection risks. UN Women commissioned a gender assessment to examine the distinct needs, priorities and capacities of diverse groups of refugee women, men, girls and boys from Ukraine living in Moldova, one year after the start of the crisis, and to identify gender and diversity specific considerations for planning sector and intersectoral responses. The annual performance management and development reviews of all staff is completed on time.
98.9 % of staff passed all mandatory learning courses. the rest of 1.1% refers to the newly recruited staff.
Three staff member from the country office have benefited from the exchange of experience being delegated on DoA to ECA RO, Tajikistan CO and AP RO.

About 20 publications produced UN Women CO in partnership wit responsible partners, during the reporting period. ( https://moldova.unwomen.org/en/digital-library/publications ) mostly on the on the Humanitarian Actions area (13) two evaluation reports, on women economic empowerment two analytical work and elimination of violence against women informative cards and Guidance on how to incorporate the voices of VAWG survivors into systemic reform efforts, through consultations with survivors. The “Gender Mainstreaming in public policies index” (Index) issued by CPD, without UN Women contribution. The Index is used as means of verification for outcome indicators under the CF. The last released report shows that the policies adopted in the period 2022-2023 are positioned at a slightly intermediate level on the evaluation scale of the level of integration of the gender dimension, accumulating a score of 1.86 out of 4 possible points. In numerical terms, this is an increase of 0.98 points from the average 2015-2016 policies – 0.88 the baseline value under the CF indicator. From the 17 national policies assessed under the Index in six (6) of them, were the gender mainstreaming was highly scored, UN Women worked jointly with the national stakeholders and UN Agencies in supporting the co-creation and consultation process to ensure that the need of women and men will be equally tackled by the policies. The policies are from divers areas – UN security Resolution 1325 and the national security program, Youth, Education Programs, Labor Force engagement and the National Development Strategy “Moldova 2030”.
The Management response on the final evaluation of the “Strengthened Gender Action in Cahul and Ungheni districts” Project implemented by UN Women and UNICEF in Moldova developed and uploaded in GATE. As a result of the final evaluation, committed by UN Women, the CO received eight broad recommendations that have been accepted fully/partially by the Country Office and key actions identified under each recommendation. The findings and the recommendations help the CO to further fine-tune the project design, scale up the good practices and consider the lessons learned for the development of the new project documents for negotiation with development partners, including EU.
