By 2027, national and local institutions improve the application of legal and regulatory frameworks, efficiency, accountability, inclusiveness, and equity in the implementation of public policies to promote the provision of quality public services to communities and families in target areas, including during humanitarian emergencies (Outcome 1).

In 2024, UN Women made a significant contribution to improving effectiveness, accountability, inclusion and equity in the implementation of public policies, including support for the National Action Plan review process linked to the implementation of the second-generation Women, Peace and Security agenda (evaluation of NAP 2 and adoption of NAP 3); strengthening the capacity of national and local institutions (creation of a group of trainers on Women, Peace and Security) to provide quality public services to target communities (strengthening the resilience of women in communities in the face of security and humanitarian crises), including in humanitarian emergency situations. Key achievements include Strengthening institutional frameworks. In 2024, key institutional frameworks were significantly strengthened through the revision of national policies and strategies, in particular the National Gender Policy and the review of the Strategic Note to fully integrate the gender dimension. In addition, the High Authority for Peacebuilding (HACP) has been equipped with a functional gender unit, accompanied by a specific action plan, and its managers have benefited from in-depth training to integrate women and young people into peacebuilding processes. Thirty permanent and non-permanent members of the Permanent National Secretariat and regional offices have also been equipped to better coordinate initiatives under the Women, Peace and Security Agenda. These efforts have helped to create a more inclusive and sustainable institutional environment, encouraging greater participation by women and young people in local and national governance. This strengthened framework has supported their empowerment and their active role in conflict prevention, peace-building and governance, thus contributing to the rebuilding of the country on equitable foundations. The implementation of structures and processes that systematically integrate gender has established innovative and sustainable solutions for governance that is more sensitive and adapted to the needs of communities. Promoting inclusive dialogue: Three consultation forums have been set up in Niamey, Tahoua and Zinder, mobilising 5,000 women and girls, as well as institutional and traditional leaders, to promote peace, social cohesion and community resilience initiatives. These frameworks are also being used to develop initiatives aimed at strengthening their empowerment and resilience in the face of local challenges. Coordinated and strategic advocacy: UN Women has provided strategic support to women leaders of women's civil society organisations through technical and operational capacity building to agree on advocacy points in the context of political crisis in order to strengthen the decision-making process. It also supports the implementation of an advocacy plan by the Women's Movement for the promotion of women's and girls' rights, focusing on the Ministry for the Promotion of Women and the Protection of Children. This has helped raise the participation rate of women in government from 18% to 23%. Innovative tools for gender-sensitive governance: A centralised digital platform for the management of gender-disaggregated data has been set up, strengthening transparency, coordination and strategic planning of gender-sensitive public policies within the United Nations system. These advances in 2024 are part of a dynamic of systemic transformation of institutional and community frameworks, promoting inclusive and equitable governance. They will help to create solid foundations for achieving the goals by 2027, by guaranteeing fairer public policies tailored to the needs of vulnerable populations, particularly women and young people, in the target areas.

In 2023, In less than two months, the socio-political crisis that followed the military coup of July 26, 2023 in Niger has raised significant challenges for the realization of women's and girls' rights in the country. While the latter have been facing a serious humanitarian and climatic crisis for over a decade, women and girls are today confronted with declining representation in decision-making and political life, rising living costs and loss of livelihoods due to economic sanctions, and increasing gender-based violence. Also with regard to the effective implementation of the Women, Peace and Security agenda, Niger now has an operational mechanism for coordinating and monitoring initiatives derived from implementation. In 2023, UN Women, as the lead agency for the implementation of the Women, Peace and Security agenda, carried out several important initiatives. On the normative front, substantial technical and operational support was provided to the coordination mechanisms in charge of implementing the WPS and peacebuilding agenda, notably the Permanent National Secretariat of Niger's second-generation National Action Plan and the High Authority for Peacebuilding. As a result, thirty (30) members of these two institutions have strengthened technical capacities and can now contribute to improving the implementation of the Women, Peace and Security agenda, and are able to take into account the gender-specific needs of women and girls in all their initiatives. These two institutions have also been given operational capacity, with two vehicles to ensure the follow-up and scaling-up of initiatives linked to the implementation of the Women, Peace and Security agenda and peacebuilding. Two "Espaces de dialogue et de cohésion sociale des femmes" (EDCSF) (Women's spaces for dialogue and social cohesion) have been set up in Niamey and Tahoua, as part of a joint initiative to provide a forum for dialogue and engagement with women and young people from civil society, state institutions, and traditional and religious leaders, including the caucus of elected women (parliamentarians, mayors, local councillors). These spaces will henceforth serve as frameworks for the organization of various activities, such as training workshops, conferences, debates, cultural outings, etc. for women and young people in these localities. In 2024, these spaces will be equipped with computer and communications equipment to facilitate the various meetings and workshops. Similarly, a mechanism will be put in place for the realization of generating activities for women and girls based on their needs. In addition, four spaces of economic interest are being set up to strengthen the economic capacities of women in the Tahoua region. This is an inclusive, respectful and supportive space, where women can feel listened to, supported and valued. Also

in 2025, UN Women Niger, with the support of Niger, initiated several actions to strengthen the gender normative framework. The first of these is capacity building. Thirty-three technical officers from ministries, the rural municipalities of Kankandi and Tagriss (Maradi region), the HACP, and civil society organizations have acquired the skills to integrate gender into the planning and budgeting of sectoral ministries and municipal development plans. They are now able to effectively monitor indicators related to SDG 5 and produce gender-sensitive reports. In addition, several gender-sensitive frameworks and policies have been initiated with the Government of Niger, including: UN Women further exercised its normative leadership by providing technical guidance in the development of the Niamey Declaration and its Roadmap. The framework establishes a regional coordination mechanism among AES Ministers responsible for gender and a regional platform of women’s organizations and is underpinned by political commitments in five priority areas: institutionalization of gender, protection and promotion of the rights of women and girls; women’s participation in peace and security; women’s political participation and leadership; and the prevention of and response to gender-based violence. A particularly transformative commitment emerging from this framework is the agreement by the three countries to establish a dedicated budget line to finance Women, Peace and Security National Action Plans by 2027, signaling strengthened government ownership and accountability. The result also reflects strong cross-border collaboration among UN Women country offices in Niger, Burkina Faso and Mali, with support from the Regional Office, and has contributed to reinforcing governments trust in UN Women as a strategic partner for advancing gender equality and women’s empowerment at both national and regional levels. At the community level, three rural municipalities in the Diffa and Tillaberi regions received support to strengthen their capacity to develop inclusive contingency plans in response to flooding.
