By 2028, women and girls in Papua New Guinea, especially the most marginalized and vulnerable, exercise their rights and agency and live a life free from all forms of discrimination and violence.

The government has reviewed and launched gender-sensitive policies and frameworks to combat violence against women and girls. Communities, especially women and girls, have increased their knowledge, skills, and understanding of leadership, conflict resolution, and gender equality. Specifi achievements are as follows Bougainville Gender Equality, Women Empowerment, Peace, and Security Policy 2023-2027 and the Civil Society Partnership Policy 2023-2027 Launch On June 26, 2024, the Bougainville Government successfully reviewed and launched the Gender Equality, Women Empowerment, Peace, and Security Policy, along with the Civil Society Partnership Policy. This demonstrates the government's commitment to integrating gender considerations into all aspects of governance. The Bougainville Government leveraged on UN Women normative expertise to review, develop and launch two policies Gender Equality, Women Empowerment, Peace, and Security Policy 2023-2027 and the Civil Society Partnership Policy 2023-2027 aligning them with the international gender equality frameworks and commitments. The policies incorporated principles of inclusivity and equality into governance frameworks and promoting women’s empowerment as well as participation in decision-making processes. A total of 104 stakeholders (40 men and 64 women), including the Bougainville Government President, Ministers, UN Women, donor partners, CSOs, women leaders, and youths attended the launch of the policies. The Bougainville President, Hon. Ishmael Toroama, during the launch of the two policies stated in his keynote address that “as Bougainville prepares for independence, all faculties must stand ready to complement the government’s political will.” He expressed his pride in launching the Bougainville Gender Equality, Women Empowerment, Peace, and Security Policy, which he highlighted would address disparities in access to education and employment opportunities, ensuring that both women and men can fully participate in and benefit from society. Papua New Guinea Government validated the National Gender Equality and Women Empowerment (GEWE) Policy (2025–2035) The Papua New Guinea government reignited the review of the outdated National Gender Equality and Women’s Empowerment Policy (2011–2015). With support from UN Women, the Department for Community Development and Religion (DfCDR) successfully reviewed and validated the National GEWE Policy (2025–2035). Representatives from 14 key government agencies and departments participated in validation workshops. Empowerment of Women Leaders: Duing the reporting period, 122 prospective women leaders from local level governments (LLGs) enhanced their leadership capabilities through focused training on message development, campaigning, resource mobilization, and voter engagement. This training equipped them to actively participate in the upcoming LLG elections. Establishment of Panguna Women in Mining Association: Women leaders from the mining town of Panguna significantly strengthened their leadership skills and knowledge in conflict resolution. They successfully formed the Panguna Women in Mining Association, which plays a pivotal role in engaging with mining authorities, promoting gender inclusiveness, and ensuring that women have a voice in key decision-making processes related to the mining sector. Support for Marginalized and Vulnerable Groups: Resource Mobilization: UN Women mobilized 10.3 million euros for the Soim Wokabout project. This project supports women and girls in Papua New Guinea through the GBV service referral pathway, civil society organizations platforms, and prevention efforts targeting social-cultural norms change toward eliminating all forms of discrimination and violence. Strengthened UN Coordination on Gender Equality and Women Empowerment In line with its coordination mandate, UN Women Papua New Guineaexpanded the coordinating role within the UN Country Team to ensure that Gender Equality and Women’s Empowerment is mainstreamed within the UNCT in PNG. In this respect, UN Women PNG has been promoting a number of UN joint advocacy initiatives and joint programmes to address gender equality and empowerment of women.

Outcome 2: By 2028, people in Papua New Guinea, especially the most marginalized and vulnerable, participate in and benefit from more accountable, fair and transparent governance that promotes peace, security, equality and social cohesion.

During the reporting periopd, Papua New Guinea country office recorded the following achievements Conflict Analysis Tool Utilization : Bougainville women and men now have the knowledge and understanding on how to utilize the Conflict Analysis tool for conflict management and resolution during the post-referendum period. As a result, 22 people (12 women and 10 men) enhanced their knowledge and skills in conflict sensitivity, enabling women to comprehend their context, plan effectively for sustaining peace, and foster greater resilience in their communities. UN Women further provided conflict resolution training for women leaders, community government chairladies, youths, and former combatants in the three conflict areas of Tonu, Bana, and Konnou. This training improved the skills and knowledge of 22 participants (6 women and 16 men) in financial literacy, social mapping, and conflict resolution tools, effectively addressing community and constituency issues. Women and Youth participate in post referendum decision processes. : A Women and Youth dialogue was organized in Bougainville's three conflict areas: Tonu, Bana, and Konnou. The event engaged 81 participants (57 women and 24 men), focusing on peace and security as foundations for sustainable development. It raised awareness of the Women, Peace, and Security agenda, emphasized understanding of the Bougainville Integrated Strategic Development Plan and related policies, and fostered collaboration among women, youth, government, and CSOs. Sustainable Peacebuilding Intervention : A community-specific sustainable peacebuilding intervention was developed, focusing on livelihood options. This intervention was based on the Local Economic Development (LED) Assessment survey conducted in the three conflict areas of Tonu, Bana, and Konnou in South Bougainville from February 28, 2024, to March 11, 2024. Papua New Guinea Government commitment to Women Peace and Securuty Council. UN Women (UNW) collaborated closely with the Government of Papua New Guinea (PNG) through the Department of Community Development and Religion (DFCDR), enhancing the capacity of DFCDR staff on UNSCR 1325 agendas and pathways to develop a National Action Plan on WPS. UN Women developed the first Roadmap to the National Action Plan on Women, Peace, and Security (NAP WPS) for Papua New Guinea, gaining support from the national government and CSO partners. Two provincial-level CSO and Women’s Agendas on WPS were created for Hela and Southern Highlands, focusing on participation, prevention, protection, and relief and recovery. These agendas aim to increase women’s leadership in peace and security mechanisms, marking the first step towards an inclusive NAP for PNG, with provincial-wide dialogues.

UN Country Team and stakeholders responding to Mulitaka land slide mainstreamed gender in their operations. The protection cluster was revived and representatives from disaster management team and CSOs enhanced their knowledge on gender equality, gender and humanitarian action. The main achievements include; Empowerment and Strengthening of the Provincial Women’s Council: The Provincial Women’s Council has been empowered and strengthened to advocate for women's rights and gender equality in the recovery process. Reinforcement of Women’s Networks: Women’s networks were reinforced, providing a robust support system for women affected by the landslides and ensuring their active participation in recovery efforts. Advancement of Women’s Economic Empowerment: Women’s economic empowerment has been advanced through targeted interventions, enabling women to rebuild their livelihoods and contribute to the local economy. Advisory Role to the Government: UN Women provided critical advisory support to the government, ensuring that the restoration of services was fully gender-responsive. This includes embedding gender considerations into all facets of recovery planning and implementation, including gender budgeting. Gender in Humanitarian Action (GiHA) Training: A two-day GiHA training was successfully conducted, bringing together 29 participants from various sectors. The training covered key topics such as humanitarian architecture, gender mainstreaming, GBV, disaster risk reduction, and PSEA. The training resulted in the Enga Administration committing to integrate gender considerations into its humanitarian and disaster risk reduction efforts. Plans were announced to conduct additional workshops to disseminate key lessons and incorporate gender-sensitive approaches. Development of Individual Action Plans: Participants developed individual action plans to apply their learnings to their work, receiving constructive feedback to strengthen gender responsiveness and refine strategies for effective gender mainstreaming. Reactivation of the Protection Sector: The Protection Sector was reactivated, with monthly protection meetings and increased participation from 12 to 20 members, including individuals with disabilities. A Terms of Reference was developed and endorsed, identifying capacity development as a key functional area. Training courses on age inclusion, disability inclusion, psychosocial and mental health, and PSEA were planned based on the expressed needs of sector members. Collaboration with Global Protection Cluster: UN Women collaborated with the Global Protection Cluster to arrange training sessions on older people and disability inclusion in humanitarian action. The first session on age inclusion was facilitated in November 2024, with subsequent sessions planned.

UN-Women PNG CO is an accountable and trustworthy development organization that manages its financial and other resources with integrity and in line with its programmatic ambitions and fiduciary obligations.

PNGCO has consistently demonstrated accountability and trustworthiness as a development organization through its robust operations system and diligent efforts in maintaining compliance. The organization achieved 100% security compliance and 86% ICT compliance . It has excelled in addressing partner audit recommendations, implementing 100% of internal audit recommendations as part of the QBR compliance. Additionally, PNGCO successfully implemented over 70% of non-core resources and 100% of regular resources , while submitting 82% of donor reports on time . The organization remains dynamic, prioritizing periodic reviews of project risks and implementing mitigation measures to prevent potential risks and reduce impacts during its operations.

UN-Women PNG CO effectively leverages and expands its partnerships, communications and advocacy capabilities to increase support for and financing of the gender equality agenda, while securing sustainable resourcing for the delivery of its own mandate.

During the reporting period; Papua New Guinea Country office expanded on the existing and new partnerships and communication platforms to increase support for and financing of the gender equality and women empowerment agenda. The country office used social media especially Facebook, Television, print media and radio (Post Courier, EMTV and NBC Radio) to enhance knowledge levels about UN Women programme and achievements. Local and international events such as 16 Days of Activism against Gender Based Violence, United for Equality Summit, International Women’s Day National Women’s Day, CSO forum were widely covered ensuring UN Women visibility and increased information on national and international issues and prevention, protection and response mechanisms. The department of community development and religion leveraged on UN Women’s established relationship with media to successfully conduct the press release for 16 Days Activism and related activities including launching of 16 days of Activism banner with Prime Minister’s and National Executive Council Department and other government department. The 16 Days of Activism launch coverage in Kimbe received the highest likes, comments, sharing and viewing both on real-time.
