More men and boys and women and girls adopt attitudes, norms and practices that advance gender equality and women’s empowerment, including those that promote positive social norms

In Senegal, the fight against violence saw significant progress in 2023 in the context of prevention and care. As part of prevention, UN Women supported civil society organizations (Association of People with Disabilities, Keur Massar Youth Association, Bajenu Gox Women's Association of Guédiawaye, Sedhiou and Kolda) to raise awareness communities on violence against women and girls. More than 5,000 people reached out through awareness and fun activities. The training of journalists, bloggers and influencers has helped amplify our voices to end violence and reduce gender inequalities. An awareness campaign on positive masculinity reached more than 2,000 people in the communities of Sandiara, Ndiop, Bargny, Moint Rolland and Ndiaffate. A change in behavior is noted in the budgeting of local authorities which now take into account the specific needs of women and girls. At the community level, men are increasingly participating in the fight for gender equality thanks to the project to support community leaders for a change in behavior in favor of gender equality

UN Women Senegal Program made efforts to contribute to improve skills or abilities and capacities of individuals or institutions and/or the availability of new products and services contributing to Women’s equitable access to services, goods & resources. UN Women Senegal strived to contribute to the efforts made by the Government of Senegal, which has made emergence a priority in its economic growth policy. To bring it to fruition, two projects have been implemented to support women in agriculture and entrepreneurship: Climate smart Agriculture through "Women's access to land and productive resources for a resilient agriculture phase of climate change" is being implemented in northern Senegal. to benefit women farmers. This intervention, aims to empower 16,000 women farmers and reduce their vulnerability to climate change The 3R Programme responds to the need for more programmatic interventions on recognizing, reducing and redistributing (3Rs) women’s unpaid care and domestic work as well as overall time poverty The Climate smart project mobilized women and young girls in the rice sector to increase their socio-economic empowerment by reducing the obstacles that prevent them from realizing their full potential: gender relations, strengthening of leadership, decision-making, and resources control. Thanks to a training program, advisory support and awareness campaigns on these key themes, women farmers are strengthened to defend and exercise their rights. The technical and entrepreneurial capacities of women farmers are also strengthened through practical training during which particular attention is paid to the use of innovative production methods, adapted to climate change (adapted varieties, technical itineraries, and short cycle seeds, among others). In addition, UN Women in partnership with BICIS bank and local financial institutions has implemented new practices that facilitate women's access to information, markets, credit, and agricultural insurance. At the same time, a new theme was introduced by UN Women Senegal to strengthen the support provided to the Government of Senegal in its efforts for gender equality and social protection in the National Strategy for women's economic empowerment (SNAEF) and its commitments to the Sustainable Development Goals in Target 5.4 "Make room for and value unpaid care and domestic work, through the provision of public services, infrastructure and social protection policies and the promotion of the sharing of responsibilities in the household and the family, according to the national context." Reinforcement of capacity of 31 public officer i n the gender sensitive procurement and the CO has for the first time organized the meeting of the steering committee of the Affirmative procurement project.

The leadership of women candidates in the presidential elections of February 25, 2024 are promoted and conditions are being created for the effective and qualitative participation of women candidates in the February 25, 2024 presidential election. The 7 female candidates have been strengthened in the following areas: campaign management, political communication techniques and leadership assertiveness; they have benefited from the lessons learned from the experiences of previous presidential candidates, their political activities have been better covered in the media, and the conditions for membership between the female electorate and the female candidates have been created through the exchange forum with CSOs and "Badiénou Gox". 80 women, including the 7 candidates, are better informed about the legal framework for women's participation in politics in Senegal, women's leadership and communication in politics. Military women selected for deployment in UN peace operations, in line with the objective of increasing the full and effective participation of women in UN peace operations, equipped and prepared, in collaboration with HQ and the Regional Office. 25 military women from Senegal, Benin, Burkina Faso, Burundi, Chad, Côte d'Ivoire, France, Guinea, Mauritania, Morocco, Niger and Congo are equipped and ready to be deployed in UN peace operations. 100 carefully selected girls aged between 17 and 25 have been introduced to coding so that they can become computer programmers, creators and designers, helping to reduce the digital divide between girls and boys. The girls' digital literacy has been enhanced to reduce inequalities between boys and girls in access to technology. They were considerably strengthened on the basis of courses and participative group exercises investigating gender, stereotypes, legal and political frameworks, cyber risks for girls and women, in connection with ICTs. The girls were introduced to the creation of websites and applications, new technologies, robotics and its various uses, and robot programming. They were enriched by the shared experiences of brilliant resource people who are active in the field, sharing their experiences, showing them the way and boosting their self-confidence. Each of the 100 beneficiaries received a computer, a USB key containing technical support material, a certificate of participation and an 80-gig modem connection. The two AGCCI Senegal coding camps each lasted 10 days and enabled the 100 beneficiary girls not only to acquire technical and human skills, but also to meet inspiring people who will share their journey. The girls were organized into communities for follow-up and ongoing capacity-building as part of the SieMent EmpowHer Program to support their employability. 4 territorial collectivities’ capacities strengthened to better exercise good governance, including citizen control. Elected women and women leaders from the communes of GTFC, Saly, Ngor and Yoff have considerably strengthened their political and economic leadership to promote their empowerment. 200 women equipped in organizational dynamics, marketing and sales techniques, financial education, political leadership, political communication, prevention and fight against gender-based violence, with supporting manuals and certificates of participation. Elected women and women leaders from the communes of GTFC, Saly, Ngor and Yoff have considerably strengthened their political and economic leadership to promote their empowerment. 200 women and 50 young boys and grils equipped in organizational dynamics, marketing and sales techniques, financial education, political leadership, political communication, prevention and fight against gender-based violence, with supporting manuals and certificates of participation. The three-year capacity-building plan for players in the Gueule Tapé Fass Colobane commune, worth 11,948,640,000 CFA francs, is now available.; with the support of UN Women, which provided technical expertise and organized a workshop attended by municipal councillors and commune actors. Existence of a plan to promote the presence and leadership of women in national and local institutions. On the basis of the initial assessment study carried out by the UNDP on the gender situation in public administration, an action plan has been drawn up to reduce the GAP. The action plan resulting from the capacity-building of players has yet to be finalized, based on the conclusions of the study tour to be organized with a number of key players from Senegal and other countries, and the regional workshop to be organized to examine the action plans. 53 institutions strengthened to support the promotion of women's presence and leadership in public institutions at national and local level. 50 women and 3 men, mostly from sectoral ministries and civil society, now have the tools and elements they need to draw up a plan to promote the presence and leadership of women in public institutions. They are able to apply gender-sensitive strategies, measures and actions to promote equality between women and men by strengthening the presence and leadership of women in central and local public administration. 73 women parliamentarians from the National Assembly of Senegal equipped with political leadership skills for women and made aware of the current situation and the work that needs to be done by Parliament to become a gender-sensitive assembly. Elected representatives and civil society are informed of actions taken to improve women's representation in decision-making processes, whether political or otherwise; recommendations are drawn up on key and priority actions. These different results from the two outputs contribute to achieving the outcome.

In the reporting year, UN Women collaborated with Senegal's National Statistical System (SSN) to integrate gender statistics into the fourth National Strategy for the Development of Statistics (SNDS IV, 2024-2028). This collaboration was part of the process led by the Conseil National de la Statistique (CNS) and ensured gender considerations in two strategic objectives. Additionally, in 2013, UN Women supported Senegal's National Agency for Statistics and Demography (ANSD) in conducting the 4th population census. This initiative provided crucial demographic data for evidence-based decision-making, informing policy, programming, and resource allocation aligned with national development plans, VNRs, SDGs, CEDAW, and Beijing commitments.
