Inclusive and transparent public policies, when well designed and implemented, can effectively enable people to be more resilient and gain equitable access to natural resources and public services. Transparency and inclusiveness of decisions will lead to better management of resources, fairer distribution of services and better preparation for future challenges. The support of UN Women with its partners and UNCT to provide a national action plan to promote the presence and leadership of women in public bodies at the national and local levels, support for Senegal's participation in the meeting of WPS focal points for capacity building, capacity building of actors at the local level for women's participation in the promotion of peace and fight against violence, support for the Women Count programme for gender statistics contribute significantly to the achievement of the outcome.

By 2028, The UN system coherently and systematically contributes to progress on gender equality and the empowerment of women and girls (SP Outcome 7).
The UN's efforts creating an environment where women and girls have the same opportunities and rights as men and boys and where their voices are heard and respected at all levels of society. The system works together in a coherent, systematic and accountable way to make significant progress in ending gender-based violence, discrimination and inequality, while empowering women and girls worldwide. This is why UNCT produces the gender scorecard report to identify the efforts it needs to make to achieve its goals, and carries out joint programs to optimize its performance in this area. The programs carried out within this framework contribute to achieving the output.

By 2028, production systems, including food systems, are organized in such a way as to stimulate entrepreneurship, technological innovation and ensure decent employment for the most vulnerable populations, including young people, women, disabled people and migrants, in rural and peri-urban areas. (UNSDCF Outcome 1)
Given the enormous difficulties involved in providing medical care for women farmers, the 3R project launched an initiative to offer women farmers in the North and South the same health privileges as workers in the formal sector, but above all the opportunity to receive health care at a lower cost. This financing mechanism has enabled 7,000 women farmers and their families to benefit from health coverage for the first time. UN Women through PAF/AgriFeD has enabled the training of 50 women members of groups and cooperatives in the processing of fruit and vegetable products. To facilitate women's access to markets through digital technology, the Buy from Women platform was launched and deployed in the regions of Saint Louis Ziguinchor and Sédhiou. A series of training sessions were conducted and this enabled the training of 72 BfW relay women in the handling of the platform, in digital marketing and in financial education. With the ARD of Saint Louis and the Steering Committee of REFAN (Network of Women Farmers of the North), 15 groups with a high production of rice were chosen in order to start the sales phase at the platform level. In addition, avenues of collaboration for the institutional anchor are in the study phase and during the year 2025 will be transferred to the partner who will be in charge of the management of the platform.

By 2028, social protection systems and basic social services ensure equitable, inclusive and quality access for the most vulnerable people, particularly those living in landlocked, peri-urban, rural or border areas (UNSDCF Outcome 2).
Support to the Ministry of Health through the Kolda Health Directorate has helped reduce geographical disparities and make health services accessible to women and girls living in the most remote areas, particularly border areas with Gambia, Guinea Bissau and Guinea Conakry. UN Women supported the Kolda CEDAF for the psychological care and reintegration of victims of violence living in rural areas. More than 100 women have benefited from UN Women's support to carry out income-generating activities. The training of paralegals by the Senegalese Association of Lawyers has contributed to access to justice services for women and girls living in remote areas. UN Women's support to state institutions has enabled the national police to carry out awareness-raising activities for the population, which has greatly contributed to the reporting and referencing of cases of violence. The police-civilian population approach is an innovation in the management of violence. Also, the improvement of the frameworks and space for welcoming and listening to victims of violence has made it possible to equip six (6) police stations, for better management of cases of violence Efforts have been made in the training of health, justice, security, economic and social rehabilitation service providers, but also in improving reception and accommodation centers and spaces for victims through partnerships with the police, the Kayam center and the Kullimarro center. These initiatives will be strengthened to facilitate care and improve services through training for providers and the development of reception and care spaces for women and girls who are victims of violence.
