Community-level coordination and advocacy for women’s participation and leadership was enhanced by the establishment of women’s peace networks in 17 districts, which provide forums for women to raise their concerns and issues, seek solutions on protection and peace related concerns, and plan collective actions through the quarterly meetings with duty bearers. Experiences, stories and case studies collected from these women’s networks have demonstrated that greater coordination and joint action has been facilitated between network members and traditional elders, existing alternative dispute resolution (ADR) mechanisms, and other communitycy peace structures. Similarly, perception surveys undertaken have indicated a community-level increase in the proportion of those who believe women should be involved in peace processes, suggesting progress in challenging the negative gender and cultural norms that limit the opportunities for women to meaningfully participate in peacebuilding processes in Somalia. To create enabling environment for particiption of women in peace, governance and Rule-of-Law structures, UN Women Somalia continued to support policy-making and implementation of those policies including tailor-made National and Local Action Plans on Women, Peace and Security and promoting protections through development of SGBV/CRSV mitigation policy and strengthening Early Waning Systems.

The UN system coherently and systematically contributes to progress on gender equality and the empowerment of women and girls
UN Women leads the provision of technical support to state and non-state actors for the development and implementation of progressive, transformative policies and programs that contribute towards gender equality and women's empowerment. Under the Joint Programme on Women, Peace, and Protection, UN Women has been actively contributing to the implementation of strategic priority pillars under the United Nations Sustainable Development Cooperation Framework, particularly on inclusive politics (pillar 1) and security and the rule of law (pillar 2). The interventions led and supported by UN Women go a long way to contribute to advancing the GEWE agenda in Somalia, including strengthening the capacity of female leaders to advocate for policies and legislation that protect and advance the rights of women and girls. In addition, UN Women is supporting the launch and implementation of the Somalia National Action Plan, placing a strong emphasis on women's leadership and participation in peace and security processes. Beyond these efforts, UN Women is also providing critical support to the Somali National Bureau of Statistics and the Somali National Development and Planning Authority to further enhance data collection and analysis for gender-responsive policymaking. Meanwhile, the UN Women-led Joint Advocacy Initiative has increased efforts to include the voices and views of women in national development processes for more effective and inclusive governance in the country's gender equality and peace efforts.

Somalis, particularly women and youth, benefit from and participate in functional, inclusive, accountable, and transparent democratic systems across all levels of government and governmental institutions.
In 2024, one new Women's Parliamentary Caucus (WPC) was established in Juabaland state bringing the total number of existing WPCs to seven including one each in the Upper House, House of the People and five Federal Member State (FMS) parliaments. That capacities of the WPCs were developed through two regional study tours can capacity development workshops to educate the women parliamentarians mainly on gender-sensitive legislation making and advocating women's quota in the elections. Additionally, the 17 women's networks were also trained on campaigning for the 30% women's quota. These mechanisms were in the forefronts of the advocacy campaign that culminated into the amendment of the National Electoral Law that included the provision of 30% quota. To further strengthen continuous learning of the women leaders, UN Women also supported establishment of learning centers at the Upper House and within three women’s centers (2 in Benadir Region and 1 in Galmudug). The successful advocacy for protection of women and girls carried out through mobilization of the WPC, women's networks and networks of young women working on Early Warning Sytem on SGBV/CRSV was also achieved another milestone of anti-FGM bill endorsed by the Galmudug state in March 2024.

An integrated national Programme for human capital development is established, increasing access to market-based skills for all – including the most marginalized and vulnerable groups – and safeguarding their rights.
According to the 2024 Humanitarian Response Plan (HRP), 6.9 million people needed humanitarian assistance, with an estimated funding requirement of US$1.6 billion. Furthermore, The Somali Disaster Management Agency (SoDMA) conducted a Rapid Post-Disaster Needs Assessment following the Deyr floods, which affected 2.48 million people and displaced over 1.2 million. The floods caused widespread devastation to livelihoods, infrastructure, and communities across 16 districts. The assessment estimates total damages and losses at $193.4 million and identifies $250.2 million in recovery needs. Key sectors impacted include farming and livestock, water and sanitation, and transportation. In 2024, 3.5 million people received at least one type of assistance, while 1.83 million individuals benefited from multiple forms of assistance. Notably, the 1.83 million people who received multiple types of support accounted for 77% of the total individuals reached with humanitarian aid during the year. Somalia has implemented several strategies to promote women's equal access to resources and opportunities. The National Economic Council introduced the "Empowering Women: Fuelling Economic Prosperity" strategy, which prioritizes enhancing education, financial inclusion, and employment opportunities for women, while also supporting women entrepreneurs. The UN Somalia Gender Equality Strategy (2021–2025) complements these efforts by addressing structural barriers to women's empowerment. It focuses on improving access to services, increasing women's participation in decision-making, and eradicating gender-based violence. As part of this initiative, the UN Country Team (UNCT) adopted the Gender SWAP Scorecard, a comprehensive accountability tool to assess and accelerate progress on gender equality commitments. Similarly, UN Women supported the development of SoDMA Gender strategy as well as the EVAW strategy and Beijin+ 30 report for Ministry of Family and Human Rights Development. Further reinforcing these efforts, the National Action Plan (NAP) aims to combat discrimination, enhance legal access, and address gender-based violence through coordinated, multi-sectoral initiatives. Together, these measures reflect Somalia’s commitment to empowering women and advancing gender equality.
