Outcome 1.3 of the SN aligned to Outcome 6 of the UNSDCF: By 2026, Salvadoran institutions strengthen democratic governance by guaranteeing the rule of law and inclusive political and civic participation, as well as preventing and combating corruption, promoting transparency and accountability.
In 2024, UN Women contributed to strengthening democratic governance by enhancing institutional capacities to address gender-related challenges and advancing gender-sensitive governance practices. Through technical assistance provided to new municipal governments and the Human Rights Ombudsman's Office, these institutions strengthened their mandates on human rights and gender equality. UN Women supported the inclusion of gender considerations in local decision-making by sensitizing municipal actors on gender-sensitive competencies and planning . The office also increased visibility and advocacy for gender parity in leadership by raising awareness about the importance of women’s participation in public office through targeted campaigns, promoting equal participation of women and men in electoral processes. To facilitate the implementation of gender-responsive policies, UN Women developed practical tools and resources, including gender-sensitive municipal planning models and manuals for addressing digital violence. These frameworks provided clear guidance for local governments and stakeholders to integrate gender perspectives into their operations. Strategic partnerships with the Human Rights Ombudsman's Office, the Salvadoran Institute for Women's Development (ISDEMU), and the Supreme Electoral Tribunal, among others, were instrumental in achieving these results.

Outcome 2.4. of the SN aligned to Outcome 2 and 4 of the UNSDCF: By 2026, people, particularly those in vulnerable situations, have greater opportunities to access decent, productive work and sustainable livelihoods, in an environment of inclusive economic transformation, innovative and sustainable.
The Country Office implemented a comprehensive approach to support the Salvadoran Government in fostering inclusive economic growth that addresses women’s unequal care responsibilities and barriers to financial inclusion. On one hand, with technical support from UN Women and under the leadership of the Salvadoran Institute for Women’s Development, the government developed an action plan and budget (annex 1) to implement the National Policy on Care Co-responsibility approved in 2022, while also enhancing its expertise in the care economy (annex 2). On the other hand, public and private financial institutions, including the Salvadoran Central Reserve Bank, strengthened their capacity to advance financial inclusion and education through capacity-building initiatives, technical support, and action plans facilitated by the Country Office (annex 3). Additionally, the National Commission for Micro, Small, and Medium Enterprises employed a localized strategy to extend credit to women entrepreneurs excluded from traditional financial markets, deploying financial advisors at the local level with the support of the Country Office (annex 4). At the same time, thanks to the training provided by UN Women at local level, organizations of women in the rural area of El Trifinio have improved their livelihoods, by employing alternative strategies for financial inclusion, such as the methodology of Community Savings and Loan Groups (annex 5) and growing their own vegetables garden with sustainable agricultural practices and diversified crops (annex 6).

Outcome 3.3. of the SN aligned to Outcome 2 of the UNSDCF: By 2026, all people, especially those in situations of greater vulnerability, due to gender inequalities, increase their participation and inclusion in the political, social, and economic spheres and more fully exercise their right to a life free from violence and discrimination.
During 2024, the fulfillment of this result was implemented in the face of contextual challenges related to significant changes related to the slowdown and limited prioritization of the women's rights agenda by national counterparts. However, significant progress was made in strengthening public institutions to harmonize national regulatory frameworks with women's human rights standards, and mainstreaming the gender perspective through the development of guidelines, protocols and policies. The office in El Salvador made efforts to improve the national regulatory and public policy frameworks, harmonizing and adapting them to international human rights standards on gender equality, highlighting the beginning of the implementation of the project “CIHUATL Mujeres: Strengthening the comprehensive normative framework for women's human rights in El Salvador” through the implementation of the project's result one has begun to review and strengthen the national regulatory framework to guarantee the right of women to equality, non-discrimination and a life free of violence, overcoming gaps in applicability and its coordinated implementation mechanism, in addition to continued efforts to strengthen the institutions of the justice sector, I also continued efforts to strengthen the institutions of the justice sector, the executive and the Public Ministry (Attorney General's Office, Attorney General's Office, and the Ministry of Housing, and the offices of the Institute for Legalization of Property (ILP) and the National Fund for Popular Housing (FONAVIPO) to mainstream the approach of equality and non-discrimination in their internal tools, equality and non-discrimination policies, protocol for addressing sexual violence and guidelines for mainstreaming equality. These efforts are strategic to strengthen the implementation of the Special Law for a Life Free of Violence and the Law for Equality, Equity and Eradication of Discrimination against Women. These actions will continue to be promoted until 2025, on the one hand, to review and propose improvements in the implementation of existing regulations, and on the other hand, to contribute to the mainstreaming of the gender and women's human rights approach in the life cycle, seeking to maintain the validity of the agenda of women's rights and their guaranteed protection.

Outcome 4.1. from SN aligned with UNSDCF Outcome 7: By 2026, people live in a more peaceful and secure environment, in which they are better protected against organized crime and violence in its various manifestations; They have greater access to a fair and effective justice system, and reparation for victims and social reintegration of people in conflict with the Law are guaranteed.
UN Women has actively supported women-led organizations and movements in taking leadership roles within humanitarian contexts. This support includes enhancing their capacity to advocate for their needs, engage in planning and implementation processes, and participate in critical decision-making spaces such as the Humanitarian Country Team. These efforts also aim to build agency within their communities and strengthen their ability to influence recovery and resilience-building initiatives. Moreover, through the implementation of a Rapid Gender Assessment, UN Women has made significant contributions to advancing gender equality and women’s rights in humanitarian responses by: Evaluating crisis responses from a gender and women’s human rights perspective, identifying progress and gaps in key priority areas, including: Participation, decision-making, and leadership: Empowering women as leaders in crisis response efforts. Health: addressing urgent sexual and reproductive health needs in humanitarian settings. Access to technology, information, and education: Closing the digital and knowledge divide to ensure equitable access. Security and protection: Combating gender-based violence and ensuring the safety and well-being of women and girls. Sector-specific Services and resources: Promoting equitable access to essential resources such as food security, water, sanitation, and hygiene. Promoting strategies that address gender-specific needs and protection concerns to ensure that crisis and recovery efforts prioritize the advancement of women’s human rights, safety, and security. Delivering data and insights to women affected by crises, women’s movements, indigenous organizations, humanitarian teams, and government institutions.
