Enhanced coordination, coherence and accountability of the UN system for commitments to gender equality and women’s empowerment
During the year, UN Women effectively worked with the Resident Coordinator and 16 other UN entities in the UN country team to strategically address gender-based inequalities. UN Women led the Gender Theme Group (GTG) and actively engaging in joint results groups and joint programmes, including the establishment of a new UN Gender Equality Accelerator initiative leveraging the expertise and mandate of UN Women, UNFPA, UNICEF and UNDP to advance system-level change towards gender equality and women's rights. UN Agencies further demonstrated their leadership by directly participated in the SWAP Annual Progress report as part of the Gender Theme Group, assessing indicators and finalizing new tools to advance UN system progress on gender equality including a UNCT Gender Induction Package, UNCT Screening Tool for Joint Programmes and a new Gender Parity Strategy. Increased leadership of UN Agencies is results of diligent investment of UN Women into coordination portfolio, as part of long-term desired impact to guide and advance programmes and policies of UN system and ensure accountability to gender equality and women’s empowerment. The UNCT Gender Theme Group is guided by the UN Women coordination portfolio with provision of technical expertise and consultations.

Four UNSDCF Results Groups core policy documents, key messages and outlined priorities gender mainstreamed. GEWE embedded in Socio-Economic Reform processes with the government. UNCT Resource mobilization plan gender sensitive. Joint Work Plan 2023-2025 revised to contain increased number of gender sensitive indicators. SWAP scorecard assessment finalized with strong GTG leadership, endorsed by UNCT, PMT, OMT. Total of 3 quarterly meetings held with completed 2022 GMAP actions, presented SWAP assessment results and action planning 2023. GTG joined International Working Group on Gender Equality in pre-elections campaign on women’s political participation. Knowledge management tools and products shared. GTG capacitated on Gender Equality Marker.

UN Agencies increased their leadership in gender equality and women's empowerment, visible through their participation in the Generation Equality campaign and multi-stakeholder Action Coalitions. UN Agencies participated in dialogues around care economy within Action Coalition on Economic Justice and Rights. Additionally, through communications and coordination over activities during campaign 16 days of activism, UN Agencies actively contributed to the work of the Action Coalition on Gender Based Violence through expert consultations and dissemination of content on social media. UN Agencies further demonstrated their leadership by directly participated in the SWAP Annual Progress report as part of the Gender Theme Group, assessing indicators and jointly drafting a UNCT Gender Induction Package and UNCT Screening Tool for Joint Programmes. Increased leadership of UN Agencies is results of diligent investment of UN Women into coordination portfolio, as part of long-term desired impact to guide and advance programmes and policies of UN system and ensure accountability to gender equality and women’s empowerment (GEWE) UNCT Gender Theme Group is guided by the UN Women coordination portfolio with provision of technical expertise and consultations. Regular exchange of information and coordination between Gender Theme Group was increased in 2023, thanks to UN Women efforts. The need for detailed capacity assessment is lesson learned from 2023, and will be addressed in 2024 with development of capacity plan, which will further contribute to strengthening capacities and coherence among UN Agencies in GEWE.

The challenges of 2021, especially related to socio-economic crisis and political tensions called on closer and more effective coordination among the UN agencies. The advantage of its composite mandate has enabled UN Women to play a strong role in support of GEWE promotion and gender mainstreaming in the UNCT efforts. Overall significant progress has been made - BiH UNCT and PMT (Programme Management Team) initiated implementation of the UNSDCF 2021 - 2025, develop outputs and sub-outputs, and UN Women-led the GTG in the programming assessment using SWAP - Gender Scorecard through. UNCT Gender Mainstreaming Action Plan (GMAP) 2021-2025 was developed and endorsed by GTG as a result of UN Women's taught leadership to enhance UNCT accountability to GEWE. UNCT’s programming assessment was strengthened with UN Women conducting gender review of UNCT Joint Work Plan indicators with recommendations for improvement and guidelines for monitoring and reporting, Gender review of selected UNCT programs, a checklist for gender mainstreaming and targeting, Survey to explore perceptions and attitudes of the UN staff regarding GEWE. UNCT capacities were strengthened by conceptualizing and delivering Basic and Advanced Training on GEWE for Project Managers in the UNCT.
