Communities of the PDET municipalities prioritized by the National Government improve their well-being through the design and implementation of strategies within the framework of the PDET roadmap, with a differential and gender approach, and with the support of the UN Country Team as a complement to the efforts of the Colombian State (UNSDCF 1.2)
In 2022, UN Women Colombia made significant progress on outcome 1.2 (on track). Strong support was provided to peace implementation at the local level , including via a new gender policy of the Territorial Renewal Agency (ART) and the implementation of gender-specific initiatives at the local level, including via calls for proposals for civil society organizations. UN Women contributed to mainstreaming gender in the roadmap of the Development Plans with Territorial Approach (PDET) by formulating technical guidelines, provision of capacity building and implementation of productive projects. In particular, UN Women contributed to the implementation of 3 initiatives labeled “women and gender” in PDET Municipalities: Contribution to the new public policy on gender equality of the ART . As a part of this effort, UN Women raised awareness with 669 persons from PDET municipalities regarding gender approach, elimination of GBV, sexual and reproductive rights; delivered capacity building to 88 civil servants of the ART and local entities in Darien and Riosucio in Chocó to monitor the incorporation of the gender approach in PDET initiatives in partnership with SENA and supported women’s productive initiatives. Ethno-development plans with a gender focus : With UN Women’s support , four (4) Community Councils in PDET municipalities developed a document that compiles input regarding the socio-political context, challenges faced by the community and their proposals on identity, cultural autonomy, territorial development, and social welfare, together with a proposal and recommendations for action. The inputs were developed through participatory spaces with women of the 4 Community Councils. Developed safe spaces for women (adaptation of two houses in Riosucio and Darien in Chocó). Moreover, during the year, UN Women achieved substantive results in the implementation of its strategy to prioritize young women thanks to the implementation of a new Joint Programme funded by the PBF GYPI for the participation and advocacy of young women in civic spaces of Cauca and Nariño. In particular, the programme is supporting 7 organizational processes of diverse young women and 4 innovative initiatives for the care of life, the non-repetition of armed conflict and peacebuilding with a gender approach. Also, the capacities of educative Institutions of Riosucio and Cuvaradó in Chocó were strengthened. To conclude, Thanks to competitive funding mechanisms for civil society led by the Technical Secretariat of UN Women together with the programme team, over 50 CSOs have been implementing projects (and/or were selected) as a part of the Women’s Peace and Humanitarian Fund (WPHF), PBF GYPI and Koica call for proposals. In particular, with the support of the Women’s Peace and Humanitarian Fund , the CO is strengthening the capacities of women victims of internal forced displacement and for women’s participation in peacebuilding. 26 CSOs (including afrocolombian, ex-combatants and transgender women CSOs) are implementing projects that have already benefited 2,254 women, young women and men . These include 10 small grants that are strengthening the organizational capacities of local CSOs. With the support of KOICA , the CO selected 26 initiatives (and related CSOs) to promote rural women’s leadership in agricultural local businesses in the context of peace implementation with a focus on PDET municipalities.

In 2023, UN Women Colombia made significant progress on outcome 1.2 (on track), empowering more than 5,200 persons (85% women and girls) through the strengthening of their advocacy, political and economic capacities thanks to the implementation of competitive funding mechanisms for civil society organizations (funded by WPHF and KOICA). With the support of KOICA , 12 CSOs have advanced in the implementation of 26 productive initiatives that promote rural women’s leadership in agricultural local businesses in the context of peace implementation, with a focus on PDET municipalities. The CSOs implemented a socio-demographic characterization that identified the training needs of 835 rural women (58% afro-descendent and 15% indigenous women). The identified characteristics and needs motivated the adaptation of training plans to better respond to the educational level and ethnic belonging of the women that will be benefiting from them. Alongside, KOICA has supported the capacity-building of 288 public servers of the Local Gender Offices on matters related to gender equality and women’s economic empowerment. Thanks to competitive funding mechanisms for civil society led by the Technical Secretariat of UN Women together with the programme team, 25 CSOs have been implementing projects as a part of the Women’s Peace and Humanitarian Fund (WPHF) call for proposals. As such, 25 CSOs (including 1 youth, 4 afro-Colombian, 2 rural and 1 transgender women CSOs) are implementing projects that benefited 4450 women and young women and men (including 370 afro-Colombian, 80 indigenous, and 62 transgender women). These include 10 small grants that are strengthening organizational capacities of local CSOs. Through the implementation of the WPHFs projects, 671 women have improved capacities to position the gender-equality and women’s rights agenda within local peace-building spaces, improving their communities’ access to formal and informal justice mechanisms. At the same time, 24 socio-political dialogue mechanism have been promoted, which has allowed women to established stronger strategies regarding the protection of the political participation guarantees in PDET municipalities. As a part of the specific projects, 154 women and 5 organizations are strengthening their productive capacities and income with agroecology, Market fairs and exchange with 104 entrepreneurs and more than 800 consumers were implemented at the local level, together with a Political School for Women to provide effective tools for the understanding of political spaces and advocacy, etc.

Provided support to over 50 women's and civil society organizations, including direct partners and allies. This also includes enhancing the sustainability of their economic autonomy processes as peace signatories and strengthening their capacity for community resilience. Additionally, support was given to 6 women's platforms and other collective action mechanisms, which play a critical role as peacebuilders and advocates in the peace processes and in monitoring the implementation of agreements through the Special Instance for Women. Key achievements include: With the WPHF , the CO has strengthened capacities of women victims of internal forced displacement and women’s participation in peacebuilding. In particular, 25 CSOs (including youth, afro-Colombian, rural and transgender women CSOs) finalized the implementation of projects benefiting 5,288 Colombians (4,370 women and girls), including small grants for CSOs’ organizational strengthening organizational capacities. In addition, in 2024, a new call for proposals was launched to strengthen women’s participation in climate security response. With the support of KOICA , 12 CSOs are implementing 26 productive initiatives, benefiting 1,356 rural women (afro-Colombian, indigenous, young and older women) , by promoting their leadership in agricultural local businesses in the context of peace implementation.
