The first survey on Violence Against Women in Politics in Colombia is underway, examining the barriers faced by women candidates. This study documents experiences of violence, analyzes causes and effects, and its findings and solutions will be shared with authorities to drive immediate action, especially in the context of the 2026 elections. In addition, innovative tools are empowering data ecosystems with a differential approach. In collaboration with IGAC, UN Women supported the creation of the Gender Gaps in Land Tenure Geo-Viewer . This tool offers key indicators on women’s access to land and supports monitoring of policies related to the Multipurpose Cadastre and Rural Reform, aligning with the Peace Agreements to promote informed, gender-inclusive public policies. UN Women also supported the development of the Microsite of the Intercultural School Geography for Life , offering training resources to strengthen community participation in cadastre processes. These actions have contributed to an increase the registration of women interested in land has increased between 3 and 9% in one year of implementing the multipurpose cadastre, showing that the incorporation of the gender approach is helping to close gaps in land access and tenure. UN Women’s knowledge products are driving evidence-based policymaking. The 3rd edition of “Women and Men: Gender Gaps in Colombia” was launched with a robust media strategy, which included 43 press releases, and a return on media investment of over 320 million COP, generating over 60,000 views and 3,000 social media interactions. Updated gender profiles for Cauca and Nariño provided critical sex-disaggregated data with intersectional insights, shaping development plans for 2024–2027. Additionally, the training programs supported by UN Women have built capacity of producers and users of statistics. Two key courses reached 2,062 participants. The Training Course on Gender Statistics and Indicators, developed with ECLAC and DANE, enhanced the skills of 41 professionals in analyzing and using gender statistics. And, the Training Course on Gender-Focused Land Survey Profiles, conducted with IGAC, trained 2,021 individuals. With the skills developed, participants are promoting initiatives to address gender gaps, including the inclusion for the first time of women's participation in the land recognition phase, with over 3,000 rural women currently participating in processes to improve their access to land. UN Women has also facilitated dialogue on gender-responsive data frameworks through 5 key roundtables: the Reference Group for the National Study on Violence Against Women in Politics, the Interdisciplinary Roundtable on Citizenship-Based Data, the Women and Land Roundtable, The International Cooperation Gender Roundtable (which looked to mobilize resources for the national VAW survey), and the Gender and Environment Roundtable which strengthened regional collaboration on climate change indicators.

In 2022, UN Women Colombia made significant progress on Outcome 3.1 (on track). Thanks to the development and launch of the second edition of Colombia’s Gender Profile –known as "Women and men: gender gaps in Colombia" (2022) —, the bases for the new National Development Plan 2022 - 2026 include a specific section for women called "Women, power of change" that incorporates the analysis made in the publication. The publication was developed in partnership with the National Administrative Department of Statistics (DANE) and was launched on November 17 th 2022 by UN Women together with DANE and the Presidential Council for Women's Equality (CPEM). During the event, the National Planning Department (DNP) acknowledged the important contribution of the publication to the new development plan. As part of its strategy to strengthen the production, analysis and use of gender statistics, UN Women informed the participation of women’s organizations in the National Binding Dialogues by disseminating with them strategic summaries and presentations on the Gender Profile. This allowed women’s organizations to prepare evidence-based proposals and present them in the Dialogues to position their needs and priorities. UN Women also presented “Women and Men: Gender gaps in Colombia” to diverse institutional stakeholders, including the National Planning Department (DNP), national and local entities to present the analysis of progress and lags on gender equality, as well as recommendations to bridge gender gaps through affirmative actions. As part of its efforts to enhance the production, analysis and use of gender statistics at a local level, UN Women developed and socialized 4 Territorial Summaries of the most relevant data and information contained in the second edition of Colombia’s Gender Profile for the departments of Chocó, Nariño, Cauca and Bogotá. These were used as a key input for the Regional Binding Dialogues, and informed the participation of local women organizations within them, and the creation of local care systems with a territorial approach in Bogotá. Finally, UN Women continued with its work to support the strengthening of local Gender Observatories through the development of an assistance strategy that responds to the particular need of each of the 5 observatories.

In 2023, UN Women Colombia made significant progress on Outcome 3.1 (on track). In alliance with the Geographic Institute Agustín Codazzi (IGAC ), UN Women began the process to analyze the results of initiatives to produce recommendations for the mainstreaming of the gender approach in the Multipurpose Cadaster, the Cadaster Public Policy and the Integral Rural Reform through the use of qualitative and quantitative methodologies. The qualitative data was gathered through a series of in-depth interviews with participants of the key cadaster operations, which were facilitated by the German Cooperation Agency (GIZ). The quantitative data was obtained from a pilot developed during 2022 in the department of Boyacá, which was stored in the LADM-COL Model. A verification was carried out on the comprehensiveness and quality of the sex variable, identifying indicators to evaluate the quality of the information from the Multipurpose Cadaster. The results were compared with the applicable standards for the Multipurpose Cadaster, highlighting the strengths and improvement areas of the operations. Currently, UN Women has supported the analysis to provide a detailed view on the characteristics of the persons interested in the properties, segregated by sex and landownership, occupation, or possession. This information is vital for the decision-making process regarding the implementation of the Rural Reform. Through the co-creation of a pedagogic tool, UN Women engaged in capacity-building activities for the enhancement of the knowledge on the gender approach of the public-servers of the IGAC . The learning material includes six units that touch upon cross-cutting issues for the generation and diffusion of the Multipurpose Cadaster, been an articulated effort with the Intercultural Schools for Multipurpose Cadaster and the Regional Encounters with Rural Women developed by the IGAC. The articulation with these instances will allow for the knowledge transfer to national cadaster managers, achieving the understanding of the gender approach is vital to address the challenges that women face regarding their access to ownership and tenure of the land. Finally, UN Women also participated in the Data Festival of the Global Partnership for Sustainable Development Data held in Punta del Este (Uruguay) to position its work regarding disability-inclusive data. This, by socializing the results of a Rapid Assessment produced during the Inception Phase of the Disability project financed by the UNPRPD.
