Advancing business transformation
Designing and implementing high-quality programming in line with the UN Women SP 2022–2025 and the UNSDCF Georgia (2021–2025) remains the CO’s top priority. The BWP of the CO for the years 2022–2023 was developed and approved in a timely manner with highly positive feedback received throughout the process from the ECA RO as well as HQ colleagues. The Georgian SN has been rated as the fourth best in UN Women globally. The UN Women Georgia Country Office continues to implement its Knowledge Management Workplan for 2021–2025, which is informed by UN Women global KM Guidance. During the reporting period, the CO completed three Participatory Gender Audits and one Gender Impact Assessment. The CO worked on a number of important studies on GEWE issues, including but not limited to the Time Use Survey, the National Survey on Violence against Women (second wave), the Women’s Entrepreneurship Development (WED) Assessment and the study on Women’s Participation in Technology.

The implementation of this result is on track. To design and implement high-quality programme in line with UN Women SP 2022-2025 and UNSDCF Georgia (2021-2025) remains the CO’s top priority. The WP of the CO for the year 2025 has been developed and approved in due time with highly positive feedback received throughout the process from the ECA RO as well as HQ colleagues. UN Women Georgia Country Office continues to implement its Knowledge Management Work Plan for 2021-2025, which is informed by UN Women global KM Guidance. In 2024, in line with the KM Strategy focus area on developing a knowledge-sharing culture, UN Women CO, operationalized Zoho software for monitoring its program results and has transferred the knowledge products list/plan along with Monitoring, Evaluations and Research plan – 2021-2025 and other monitoring documents to Zoho software – under a knowledge management dedicated section. During 2024 Georgia CO supported development of 71 KP, among which 43 have been completed in 2024, and 28 are ongoing and expected to be completed in 2025. The complete list of completed, ongoing and planned KPs are available in KP plan 2024 and MERP (2021-2025). Following the corporate guidance, as well as considering the limited space, the CO personnel was allowed to work from home maximum two days per week, with the rest days attending to the office as a mandatory requirement. The programme/portfolio teams agreed on rotational schedule, keeping in mind space availability and number of the personnel per portfolio. The CO managed to come to an end of 2024 with the delivery rate for Regular Resources at 99% and for non-core at over 95%.

To design and implement high-quality programme in line with UN Women SP 2022-2025 and UNSDCF Georgia (2021-2025) remains the CO’s top priority. The BWPs of the CO for the years 2022-2023 as well as 2024-2025 have been developed and approved in due time with highly positive feedback received throughout the process from the ECA RO as well as HQ colleagues. Georgian SN has been rated as the fourth best in UN Women globally. UN Women Georgia Country Office continues to implement its Knowledge Management Work Plan for 2021-2025, which is informed by UN Women global KM Guidance. During 2023 Georgia CO supported development of 54 KP, among which 30 have been completed in 2023, and 25 are ongoing and expected to be completed in 2024. During the reporting period, CO finalized the Country gender Equality Profile (CGEP) – 2023 edition. The CGEP has been developed through a consultative process with different state and non-state stakeholders. In 2023 CO also developed several capacity development materials and guidelines, including: Training manual for teachers, principals and school resource officers Ministry of Internal Affairs Academy capacity development on course curricula and Training of Trainers, Gender-Sensitive Reporting during Conflict and War, CEDAW Guidebook, Training module on Diversity, Equity and Inclusion (DEI) for HR professionals, Manual on Investigating, Prosecuting and Adjudicating VAW/DV. The complete list of ongoing and planned KPs are available in KP plan 2023 and MERP (2021-2025). The CO, despite challenges associated with transition from ATLAS into QUANTUM, and still ongoing irregularities with recording, posting and reflecting of the transactions in the new system, managed to come to an end of 2023 with the delivery rate for Regular Resources at 99% and for non-core at 90%.
High quality of programmes through knowledge, innovation, results-based management and evaluation
The CO has successfully delivered on all the planned results under this cluster; Strategic Note (2021-2025) of Georgia Country Office was approved along with the 2021 annual work plan that has been implemented without delay. In 2021, the CO mobilized USD 7,180,099 in donor agreements and received USD 4, 985,692 in donor tranches, leaving the gap of non-core to be mobilized in 2022 at around 8 per cent and in 2023 at around 11 per cent of required non-core resources. Consequently, in the end of 2021 the biennial workplans for 2022 and 2023 have been designed and approved as well. During the reporting period, UN Women has fully implemented its Knowledge Product Plan 2021. Out of 62 knowledge products, that were initiated or ongoing in 2021, 44 are completed, 16 are ongoing and 2 are pending. Moreover, during the reporting period the CO finalized and published Country Gender Equality Profile – 2021 – both in English and Georgian languages. In addition, in 2021 the CO supported 32 research activities, among which the following 21 have been completed in 2021 , while s ome 13 research activities are ongoing and expected to be finalized in 2022. The CO has entered new Evaluation Plan for the years 2021-2025 (as per the new SN duration) in the GATE system. In the reporting period the Systematization of Final Results (SFR) exercise (lighter version of final external evaluation) of UN Joint Programme for Gender Equality has been finalized along with its Management Response - both the SFR report, its brief and Management response have been uploaded into the GATE System. Further, the final external evaluation of Women's Economic Empowerment in South Caucasus project has been completed in May as planned and its Management Response finalized and uploaded in GATE System.
