    Nurturing a diverse and empowered workforce and advancing an inclusive UN-Women culture

    The CO has made significant progress towards the achievement of this output during the reporting year contributing at cross-regional knowledge building and good practice exchanges with other colleagues globally and regionally, and developing new knowledge products. The CO shared the Moldova UINCT’s experience in progressing towards the implementation of the SWAP GE indicator 5.2 in the frame of the capacity building workshop “Asia-Pacific regional training on UN system accountability frameworks to advance gender equality and women's empowerment”. The CO presented globally the work done on political participation in particular on addressing violence against women in politics and supporting women to run for elections, during the Global COP on WPP. UN Women developed 8 knowledge products in partnership with Agency (UNHCR) and partners during the reporting period Two evaluations committed by UN Women CO helped to the planning process for next strategic Note and to build on lessons learned the second phase of the projects, under EU financial support aiming to support GEWE agenda at country level. National Authorities, the media, political parties, women and men are more familiar with what can be done to prevent violence against women in politics and how to adjust the legal provisions on protection mechanisms for women facing violence in politics and during elections in the Republic of Moldova. For this UN Women Moldova, in cooperation with UN Women Regional Office for Europe and Central Asia and financially supported by Sweden, developed a set of informative cards that explain key concepts about the phenomenon of violence against women in politics. National authorities and private sector as key partners for women economic empowerment (WEE) have better knowledge about Women’s Empowerment Principles (WEPs) and on family-friendly policies. For this UN Women in partnership with a consortium led by PwC Georgia and in association with PwC Moldova (jointly referred to as “PwC”) conduct the baseline study to analyse the WEPs and the gender equality and women’s empowerment work accomplished in Moldova. The study report will be used to raise greater awareness of the tangible business benefits of diversity and inclusion within private sector companies in Moldova. The second study on the costs and benefits of institutionalizing childcare services within the Republic of Moldova was conducted by Cambridge Econometrics in collaboration with CIVITTA, at the initiative of UN Women, UNFPA, and UNICEF, funded by the Austrian Development Agency (ADA) and Sweden. The findings of the study will support the development and implementation of the National Programme on childcare for children under 3 years old, as well as policy and legal amendments on family-friendly arrangements in public and private sectors. The collective efforts of Moldovan civil society organizations (CSOs), including women-led organizations (WLOs), women’s rights organizations (WROs), refugee-led organizations (RLOs) and initiative groups (IGs) have been instrumental in addressing the needs and promoting the rights of refugees from Ukraine who have sought protection in Moldova since the escalation of the conflict in February 2022. These was the findings of a comprehensive overview of the CSO ecosystem in Moldova, commissioned In late 2022, UN Women and UNHCR. The report on mapping of all local CSOs supporting the refugee response in Moldova, including WLOs, WROs, RLOs and IGs was released in 2023. The objective was to better understand the landscape of service providers, and to identify existing capacities and opportunities to enhance and support their meaningful engagement and participation in the refugee response. The stakeholders working on humanitarian-development nexus in Moldova have better understanding of issues refugees faces during conflict and displacement. Particular at-risk groups may face intersecting forms of discrimination, marginalisation, and increased protection risks. UN Women commissioned a gender assessment to examine the distinct needs, priorities and capacities of diverse groups of refugee women, men, girls and boys from Ukraine living in Moldova, one year after the start of the crisis, and to identify gender and diversity specific considerations for planning sector and intersectoral responses.     The Country Office (CO) in Moldova has maintained steady progress across managerial, programmatic, operational, financial, and administrative support functions, ensuring effective delivery of results and optimal utilization of funds. Under Human Resources (HR): Effectively ensured the office was equipped with the required staffing, meeting organizational needs and supporting the successful implementation of its activities. 86 recruitment processes conducted, resulting in the hiring of 31 personnel ( 14 Fixed-Term Appointments (FTAs), 12 Service Contracts (SCs)) 1 intern and 59 consultancy contracts using the new recruitment platform to enhance talent acquisition processes. Initiated preparations for the transition to the PSA contract modality. Procurement: Processed over 160 procurement cases efficiently through the new ERP system, with strict adherence to corporate rules and procedures, showcasing robust operational capability. Information and Communication Technology (ICT): Achieved 100% compliance in Information Security, ensuring a secure and resilient digital environment. Resource Mobilization and Budget Monitoring: Demonstrated strong resource mobilization efforts, securing sufficient funding to support programmatic and operational needs. Achieved a high delivery rate, effectively translating allocated resources into impactful results, further enhancing donor confidence and stakeholder engagement. The mandatory trainings were successfully completed with an impressive overall pass rate of 99.5%, reflecting the commitment and preparedness of participants. Almost half of the staff ( 20 person) are certified on different training provided online and offline during the reporting period. Majority passed the project management trainings , and other training subject was on partnership and resource mobilization, procurement and supply chain management, leadership in humanitarian decision-making spaces, gender responsive budget etc. 15 donor reports from which 9 narrative and 6 financial reports submitted on due time. (DAMS summary attached). More than 20 publications produced by Country Office (CO) in partnership with responsible partners, during the reporting period. ( https://moldova.unwomen.org/en/digital-library/publications ) mostly on the Humanitarian Actions and Security area (WPS) (12), final donor reports ( 3 and 4 ), one report on elimination of violence against women (1), reports on local and presidential elections ( 2) and other 5 videos on promoting gender norms and gender equality across different socio-economic engagement. The knowledge products catalog of the CO updated periodically and reached more than 30 knowledge products listed in the Catalog for the reporting period. The UNCT Common Country Analysis (CCA) Dashboard display a separate Gender Profile module which provides a detailed overview and visual representation of gender-sensitive data, including key areas such as education, health, and economic empowerment. This cohesive and accessible data ecosystem will allow the UNCT Results Group (RG) to use the data for the thematic analysis and aligning the development support toward elimination of identified gender inequalities as was committed under the United Nations cooperation framework (UNSDCF) with the Government of Moldova.
