    Mali has made notable progress in promoting women's representation in governance, as mandated by Law 052 of December 2015, which stipulates a 30% quota for women in nominative and elective positions. Currently, women hold 29% of seats on the National Transitional Council, 10% of governor positions and 17.2% of ministerial positions. While progress toward gender parity is evident at the national parliamentary level, gaps remain in executive and local government positions, indicating the need for continued advocacy and enforcement of legal provisions to achieve equitable representation across all levels of governance. https://fr.wikipedia.org/wiki/Conseil_national_de_la_transition_(Mali) In terms of gender-responsive budgeting, institutional mechanisms to monitor and allocate funding for gender equality and women’s empowerment are still underdeveloped. The Ministry for the Promotion of Women, Children, and the Family receives only 0.1% of the national budget, which limits its capacity to implement impactful programs. To ensure more inclusive and effective governance, Mali must prioritize building institutional capacities for gender-sensitive budgeting, aligning financial resources with commitments to empower women and strengthen accountability frameworks for sustainable development.

    The outcome was not achieved, however the level of participants was assessed from the following perspectives : (1) participation in the communities' ongoing CGDP development process; (2) participation in the communities' 2020 budget development process; (3) participation in a training session on the CGDP; (4) participation in a training session on the Budget; and (5) participation in a training session on Gender Responsive Planning and Budgeting (GRBP). Communal plans of the nine communes are gender sensitive (Urban Commune of Kayes, Rural Commune of Liberté Dembaya and Rural Commune of Samé Djongoma), Koulikoro (Commune of Wacaro, Commune of Kaladougou (Dioïla) and Commune of Koulikoro) and Ségou (Urban Commune of Ségou, Rural Commune of Pelengana and Rural Commune of Sébougou). This result was achieved through the holding of (03) training of trainers workshops on gender-sensitive planning and budgeting (3 days) in Kayes, Koulikoro and Segou with the support of UN Women. The level of participants was assessed in each of the target communes using an evaluation form.

    UN Women's efforts in Mali are indicative of a transformative impact on the country's socio-political landscape. The training and capacity-building initiatives have contributed to a tangible shift, with 42 women parliamentarians (members of CNT) now equipped to analysis and vote in favor of gender-sensitive laws. The adoption of a new Constitution guaranteeing the protection and promotion of women's rights, coupled with the ongoing revision of the national gender policy, signifies a lasting institutional change. The multipurpose room at the University of Bamako, operational since the 1st semester, is a concrete manifestation of efforts to empower women leaders and elected officials. The execution of activities on the institutionalization of gender-responsive planning and budgeting (GRPB) in the first semester of 2023 stands as a milestone accomplishment, with 84 public services members from Ségou, Sikasso, and Kayes benefiting from targeted capacity-building efforts. This success sets the stage for extending the initiative to the northern regions in 2024, ensuring a comprehensive and inclusive reach across the entire country. UN Women's interventions in Mali is evident in the strengthened capacity of public institutions and civil society at multiple governance levels, fostering reliable and disaggregated statistical data and analysis capabilities. The focus on gender-sensitive statistical data collection, processing, and dissemination has translated into a tangible outcome, marked by a comprehensive capacity-building program held from December 6th to 22nd, 2023. With the active participation of 90 individuals, including personnel from central services, institutions of the republic, regional state services, and civil society organizations, the training has successfully enhanced their skills in handling statistical and computer processes with sensitivity to gender considerations. The ongoing Gender-Responsive Planning and Budgeting (GRPB) activities reflect a sustained commitment to institutionalizing gender-sensitive policies, strategies, and coordination mechanisms on Gender Equality and Women's Empowerment (GEWE) at all levels of government and national institutions. The postponement of certain activities due to the absence of a political and electoral timetable underlines the adaptable nature of the initiatives, ensuring they align with the evolving needs of the political landscape. Overall, the outcome reflects a strategic and sustained effort by UN Women in Mali to create an environment where women, men, and youth actively participate in decision-making processes, resulting in a more inclusive and gender-sensitive democratic system.

    Several ministerial departments are able to take gender into account in their budgeting process as a result of the implementation of the PBSG strategy. Three PDSECs at the level of two district councils and one regional council are available thanks to the support of UN Women. To ensure its legitimacy, this process requires the involvement of all layers of the community, taking into account their specific needs. This involvement will facilitate the appropriation of the document and its implementation because everyone will feel responsible for the implementation of the activities selected in the plan.
