An enabling environment exists in Nigeria to support the implementation of WPS commitments at local, state and federal levels, by 2022
With UN Women’s contribution through the implementation of programmes on WPS and security sector reform, an enabling environment to support the implementation of WPS commitments in Nigeria has improved at target Local Government Areas (LGAs), states and federal levels as reflected in the adoption of national and state-level frameworks to enhance the WPS agenda, capacities of institutions to deliver on WPS, and the establishment of platforms for increased women’s participation in peace processes. In terms of policies, the Nigeria’s 2 nd National Action Plan (NAP) on UNSCR 1325 was successfully localized in Bauchi and Benue States through the development and official launch of State Action Plans (SAPs), making it the 13 th and 14 th states with SAPs, respectively . SAP implementation, monitoring and reporting committees were also established and strengthened in both states by the government. This is in addition to several strategic actions undertaken to enhance the implementation of the provisions of the NAP and SAPs by Legislators, Government Ministries Department and Agencies (MDAs), security institutions, community leaders (HeForShe networks), women mediation networks and media, among others. The Violence against Persons (Prohibition) Act were domesticated by the Legislators in Benue and Bauchi states targeted by the WPS programme and Government MDAs integrated WPS provisions in their respective work plans. At the federal level, UN Women and partners supported the Armed Forces of Nigeria (AFN) and the Nigeria Security and Civil Defence Corps (NSCDC) to produce their gender policies, which were officially launched on 30 th March 2021 and 15 th July 2021, respectively Institutional capacity for the implementation was also prioritized. Standard training manual on Gender and Standard Operating Procedures (SOPs) for Gender Advisers/Desk Officers, Trainers and other personnel in the security institutions were adopted to enhance the implementation of the provisions of UNSCR 1325 in the security sector. Inter-agency collaborations, networking and exchange of best practices on the WPS agenda among security institutions in Nigeria was also strengthened an annual forum of women in the security sector supported by UN Women. Key platforms for enhanced participation of women in peace and security included the Security Sector Reference Group on Gender which in 2021held quarterly meetings and convened a 2 nd high-level annual meetings for women in the security sector to deliberate on plans and programmes of the group. More platforms include the Mixed Observers Teams (MOT) and Community Safety Platforms (CSPs) established in Borno and Yobe States and which engaged with the security institutions and community leaders to address security concerns of women and girls, including cases of Sexual and Gender-Based Violence (SGBV).

About 50% of the resources were utilized during the period under review. Due to the forth coming general elections in Nigeria, some major activities were deferred to 2023. For example, a significant number of the law makers in National and State Assemblies will not be returned to power, hence the need to invest more on the incoming legislators who will be in power for at least four years.
