    UN-Women innovates and effectively plans its global footprint and operating models to drive strategy implementation with foresight and agility

    During the reporting period, UN Women Rwanda strengthened how it plans and manages its operations to support effective strategy implementation. By improving oversight, learning, and coordination, the Country Office increased its ability to anticipate challenges, adapt to change, and deliver its work in a timely and responsible manner. These improvements support a more efficient operating model, in line with the organisation’s strategic direction. The use of field-based evidence and structured learning improved management decision-making and strengthened confidence in programme direction. Regular engagement with implementation partners and communities ensured that planning and adjustments were informed by real-time insights, while feedback mechanisms increase responsiveness and strengthen accountability to affected populations. Additionally, the Country Office enhanced its contribution to organisational learning beyond the national level. By supporting regional dialogue and cross-country exchange, Rwanda served as a platform for sharing experience on gender-responsive care systems and operational approaches, reinforcing collaboration across country offices, the Regional Office, and Headquarters. This strengthened collective learning and contributed to more coherent implementation of organisational priorities. Internal coordination mechanisms further supported efficiency and improved alignment between programme and operations teams enabling earlier identification of challenges, more integrated planning, and faster resolution of operational issues. These changes strengthened internal coherence and supported a more responsive and well-coordinated Country Office operating model.
