Enhanced coordination, coherence and accountability of the UN system for gender equality commitments
The UN system has demonstrated improved planning and coordination for gender equality commitments. The UNCT-SWAP Gender Equality Scorecard Annual Progress Report 2021, which was submitted in late December, entails an assessment of 9 performance indicators in the areas where improvement is most critically needed as identified in 2019/2020 Comprehensive Report (which were mostly reported as “missing requirements” in 2020). The 2021 Report shows a significant improvement of the UNCT, through the GTG and M&E Group, in promoting planning and coordination for the system-wide commitments on GEWE. Those 9 indicators are rated as “meet requirements”, “approach requirements” or “exceed requirements” in 2021. The GTG provided technical assistance in ensuring GEWE is mainstreamed in the new UNSDCF (2021-2025). In the UNSDCF, gender analysis is integrated in Common Country Analysis, and gender is visibly mainstreamed across all Outcomes. 63 indicators (about 61% of all indicators) are considered as measuring change in GEWE empowerment which include data disaggregation nearly in all outcomes. The GTG members conducted a peer review and gender mainstreaming analysis for the UNSDCF JWP 2021, including the review of indicators, outcomes and activities statements and the GEM scoring. The suggestions from the peer review were shared and presented to the UNSDCF M&E Group for their further review on mainstreaming gender in the JWP. In March 2021, the GTG and the RCO delivered a technical training session to the UNSDCF M&E Group for mainstreaming gender in the UNSDCF JWP (indicators and disaggregated data collection), and the scoring of GEM in the JWP. Through the UN system coordination mandate, UN Women contributed to mainstreaming gender equality and protection in the UNCT Report for the Timor-Leste Universal Periodic Review 2022 (UPR), COVID-19 Socio-Economic Impact Assessment (SEIA) 2021 and 2021 April Floods Post-Disaster Needs Assessment (PDNA). In collaboration with UN sister agencies, UN Women assessed TL’s progress on implementing recommendations of the previous UPR and CEDAW Reports and integrated gender analysis in the human rights development. The UNCT Report highlighted the prevalence of gender-based violence in Timor-Leste and made recommendations to address the gaps of support for the survivors of violence. In the Report, the UNCT acknowledged the efforts of the Government in adopting new legislations, policies and measures to promote gender equality across different aspects, and it advocated for greater attention to equal access to justice and healthcare services, equal opportunities to participate in public spheres, women’s participation in COVID-19 and disaster recovery.
