Advancing Partnerships & Resourcing
Key Results and Contributions: Progress was made in advancing partnerships and mobilizing resources to support gender equality and women’s empowerment in Tanzania. During the year, UN Women strengthened its communication and visibility practices. Advocacy for Gender Equality and Women’s Empowerment (GEWE): Participated in numerous events, including the Tanzania Editors Forum, Women in Tech Conference, Innovation Week Tanzania, and the AWLN regional event on Generation Equality. Outcome: Strengthened GEWE advocacy through developed remarks, stakeholder engagement, and dialogues on gender mainstreaming in Tanzania. Evidence: Documented remarks, photos, and event reports. Resource Mobilization (RM) Strategy Implementation: Finalized the RM strategy and engaged multiple donors, progressing several funding initiatives such as the Norway-funded Zanzibar Joint Programme and proposals like “Strengthening Gender Equality Coordination Mechanisms” ($350,000 pipeline) and “Localizing WPS Agenda” ($600,000 pipeline). Advanced major funding proposals, including Japan Supplementary Budget Funding ($2M) and Elsie Initiative Funds ($250,000). Outcome: Secured revenue transfers from donors such as the European Commission, Finland, and Belgium while expanding strategic donor pipelines. Evidence: LEADS revenue reports, concept notes, and RO presentations. Technical Support for Joint UN Resource Mobilization: Provided critical support for initiatives like the Zanzibar Joint Programme and Kigoma Joint Programme, facilitating work plans on governance and elections and advancing proposals like the UNAIDS PEPFAR initiative and customary justice system concept note. Outcome: Enhanced thematic resource mobilization and collaboration on adolescent girls’ and women’s rights. Evidence: Concept notes, meeting reports, and LEADS records. Result: Progress was made in advancing partnerships and mobilizing resources to support gender equality and women's empowerment in Tanzania. During the year, the country office improved its communication and visibility practices as well as actively engaged in various partnerships and collaborations to advance gender equality and women's empowerment. These efforts include engagement in special events and campaigns such as UN Week, World Food Day, World AIDS Day, UNSCR 1325, International Rural Women's Day, and International Day of the Girl Child. UN Women also implemented and advocated for various campaigns and initiatives including Generation Equality, HeForShe, 16 Days of Activism, International Women's Day, Women's Empowerment Principles (WEPs), Sneakers & Heels, CSO Week, and Innovation Week. These efforts contributed to raising awareness and driving action on gender equality issues. Furthermore, UN Women effectively managed media relations in collaboration with headquarters and regional offices. The organization enhanced media capacities on gender-responsive reporting and awareness of UN Women's mandate through bi-annual sessions. The communications unit's capacity was strengthened through learning and growth opportunities. Notably, the CO continued to engage in the SDG Acceleration Fund, established to support the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) for the United Republic of Tanzania for 2022-2027, replacing the old One Fund basket system. The SDG Acceleration Fund will play a crucial role in joint resource mobilization, with the total funding requirements for the Cooperation Framework estimated at USD 1.85 billion for 2022-2027. Annual Funding Frameworks, developed as part of Joint Work Plans (JWPs), provide accurate financial resource requirements, projections of funding availability, and funding gaps for each program year of the UNSDCF. Progress on joint programming was also registered where UN Women collaborated with various UN agencies to develop joint concept notes and proposals aimed at addressing key gender equality issues. Meetings were held with agencies such as UNFPA, UNICEF, IOM, UNDP, WFP, and ILO to discuss potential joint programs and initiatives. Also in 2023, the CO developed a comprehensive Resource Mobilization Strategy (2023-2028) to guide its efforts in identifying, securing, and strengthening partnerships and mobilizing resources for gender equality and women's empowerment actions. This strategy aligns with UN Women's corporate approaches and reflects a shared approach to advancing gender equality through partnerships and resource mobilization. Through its resource mobilization efforts, UN Women secured funding and new agreements were signed as shown below: Through the above interventions from core funding, the Tanzania country office leveraged $500,000 from the Bill and Melinda Gates Foundation for a one-year project focused on strengthening the United Republic of Tanzania’s role as the Generation Equality Midpoint Moment. Funds amounting to $163,551.50 were secured from the Irish Embassy in Tanzania through the SDG Fund to support the United Republic of Tanzania for enhanced coordination, monitoring, and reporting of the Tanzania Generation Equality Program (TGEP). The country office also received $227,000 from Canada to implement a project to implement a project aimed at addressing women’s disproportionate care work in the Singida region. The CO received USD 226,524.00 following the approval by the Steering Committee for the Tanzania SDG Fund for the project "Support to UN Tanzania Coordination on GEWE”.
