    Summary of country programme

    UN Women’s Democratic Republic of the Congo Strategic Note 2025–2029 addresses entrenched gender inequality, violence and exclusion exacerbated by conflict and humanitarian crises. Active nationwide, including in Ituri and North and South Kivu, the programme advances women’s rights and roles in peacebuilding and inclusive development.

    The programme focuses on women’s leadership, economic empowerment, the prevention of gender-based violence and gender-responsive governance. Strategies include humanitarian-development-peace triple nexus approaches, gender-responsive budgeting, localized peacebuilding and the integration of women into the green economy.

    UN Women partners with national institutions, women’s rights organizations and UN entities to implement UN Security Council resolution 1325 and support the transition of the UN peacekeeping mission. Backed by Strategic Note direct funding and semi-flexible funding from the governments of Norway and Sweden, the programme scales up feminist leadership, data systems and service centres for survivors of gender-based violence, ensuring sustainability, local ownership and gender-responsive recovery systems.

    Advancing SDGs: UN Women's impact and key achievements
    Women's political participation has improved, with 32% representation in the government, including a female Prime Minister, 42% in the National Assembly, 14% in the Senate, and 13% among elected deputies. This progress has amplified women's voices in ongoing reforms and strengthened synergies among female ministers, parliamentarians, and women's organizations. UN Women contributed by establishing a Resource Center to train female candidates and supporting advocacy efforts with political leaders.
    Three national forums (ministers and gender division heads, civil society, and parliamentarians) provided a platform to discuss the gender agenda and define priorities at national and provincial levels. As a result, national and provincial institutions have committed to supporting this agenda. UN Women collaborated with the UN, MONUSCO, UNESCO, the Ministry of Gender, and other key actors to reinforce this commitment.
    To sustain this progress, the TOSIMBANA leadership project will be implemented to foster solidarity among women in power and enhance their leadership. Existing forums will be strengthened to build a robust women's movement in the DRC.
    In the fight against gender-based violence, the DRC adopted a National Strategy for Positive Masculinity, supported by UN Women, to raise awareness among men and boys on behavior change. A validation workshop brought together key stakeholders, leading to the official declaration of March 31 as National Positive Masculinity Day. An implementation plan for this strategy is currently being developed.
    As part of the 3rd Generation National Action Plan for Resolution 1325, women mediators from the 'Synergy of Women for Peace' participated for the first time in the Luanda peace process. They met with the President of Angola to advocate for peace in the DRC and for women's inclusion in negotiations. Supported by UN Women, they secured a commitment from the Luanda process facilitator for their future involvement, with contributions from MONUSCO, the AU, and the International Conference on the Great Lakes Region( ICGLR)
    Finally, UN Women and the International Conference on the Great Lakes Region( ICGLR) organized a consultation workshop to develop a social cohesion program, integrating the sub-regional dimension of the conflict and identifying actions for peace consolidation at local, national, and regional levels
    Advancing SDGs: UN Women's impact and key achievements
    A slight increase in the participation rate of elected women in national legislative elections, from 10% in 2018 to 14%. Capacity-building for women candidates, with technical support from UN Women, helped to achieve these results. Alongside other agencies (UNDP, UNesco), UN Women supported women's organisations in their lobbying for the revision of the electoral law. Following this lobbying, an incentive measure was adopted to encourage political parties to include 50% women on candidate lists in order to be exempted from paying the deposit. 18% of women were lined up. These aligned women, grouped together in Dynafec, benefited from a capacity-building programme on election preparation, political communication, leadership and coaching; the candidate's handbook produced by UN Women was used as a teaching tool. this result is in line with pillar 1 of the cooperation framework, mainly with section 1.3, and also helps to achieve objective 5.3 of the MDGs.The Office of the President of the Republic has set up the Agency for the Prevention and Fight against Trafficking in Persons (APLTP), which in turn has set up a hotline for reporting trafficking in persons. UN Women is supporting the implementation of this strategy. An evaluation of the revised strategy's action plan is scheduled for the first half of 2024.

    By 2029, national, provincial, and local institutions effectively improve the rule of law and the quality of democratic, administrative and economic governance, thereby contributing to the enjoyment of rights and better access to public services for all and especially for the most vulnerable groups.

    Women, girls, and women's organizations have strengthened capacities to participate in decision-making (nominative and elective) at the national, regional, and local levels.

    COD_D_1.1.2

    National, provincial, and local institutions are strengthened to develop, adopt, and implement laws, policies, strategies, and plans that promote the participation and rights of women and the reduction of violence against women in politics.

    COD_D_1.1.3

    National authorities and institutions have a better capacity to produce and analyze quality gender-sensitive data and acquire skills to develop and implement gender-responsive budgeting measures to inform legislative, political, and institutional actions.

    COD_D_1.2

    By 2029, the economy is diversified and provides access to decent job opportunities, financing, and entrepreneurship development for Congolese populations, particularly the most vulnerable.

    Rural women, women entrepreneurs, women's associations and cooperatives have the technical and entrepreneurial capacities to integrate the formal sector and improve their businesses, and access to financial resources tailored to their needs of economic development and sustainable management of natural resources.

    National authorities and institutions have a better capacity to produce and implement transformative policies and reforms for economic development and to improve care systems.

    COD_D_1.3

    By 2029, populations, especially the most vulnerable, have better access to quality and sustainable basic social services, inclusive social protection, and are more resilient towards strengthening the social contract.

    National legislative frameworks, strategies, and policies are formulated and implemented in accordance with national and international human rights standards and the fight against GBV

    COD_D_1.3.2

    Grassroots communities, traditional and religious authorities, women's and youth networks, and media, including opinion leaders, benefit from access to information that promotes norms, attitudes, and behaviors favorable to gender equality, the SRH rights of women and girls, positive masculinity, self-esteem, and the implementation of legislation and policies to end VAWG/SGBV/harmful practices.

    COD_D_1.4

    By 2029, the Congolese population, particularly in conflict and post-conflict areas in the context of MONUSCO's disengagement, live in an environment of improved security, sustainable peace, more effective justice, social cohesion and they are better protected against all forms of violence (armed and unarmed) and are more resilient to the effects of conflict.

    National and provincial institutions and mechanisms have strengthened capacities for effective implementation and monitoring of the Women/Youth Peace and Security Agenda (NAP) and its localization.

    COD_D_1.4.2

    Youth, women and women's organizations are actors of change in community mechanisms of collective action for prevention, conflict management, justice, and social cohesion and resilience, as part of the MONUSCO transition.

    COD_D_1.4.3

    Women and young people participate significantly in peace processes at the provincial, national, and regional levels (AU, REC).

    Security and justice institutions, and traditional/community mechanisms, have increased capacities to improve women's access to justice, security, and protection against conflict-related sexual violence

    COD_D_1.5

    Gender coordination contributes to women and girls playing a more important role and benefiting from development efforts, recovery and humanitarian response in compliance with national and international norms and standards.

    Women and women's rights organizations have increased leadership and participation in the implementation of the humanitarian response plan and in humanitarian coordination mechanisms.

    Gender coordination within the United Nations System is strengthened, in order to increase accountability on gender equality.

    COD_D_1.5.3

    National institutions, civil society, women's rights organizations, and the media have a greater capacity to promote the implementation of women's fundamental rights in accordance with national and international normative frameworks.

    COD_D_1.5.4

    The Women's Economic Empowerment Principles (WEPS) are reinforced in the private sector of the DRC in order to increase their accountability on gender equality.
