    Advancing SDGs: UN Women's impact and key achievements
    The Cabinet’s adoption of two complementary policies: the National Policy on Women’s Economic Empowerment (NPWEE) and the National Care Policy (NCP). For the first time, unpaid care and domestic work was formally recognized as a national development and economic priority within Kenya’s development framework through the 5Rs framework (Recognizes, Reduces, Redistributes, Rewards, and Represents), positioning care as central to women’s economic inclusion, advancing SDG 5, 8, 10, and 17. Further, the integration of the care agenda into Kenya’s Medium-Term Plan IV (2023–2027) institutionalized care within national planning and budgeting systems. This contributed to increased national allocations for Women’s Economic Empowerment initiatives from KES 5.1 billion (USD 39.2 million) in FY 2022/23 to KES 7.4 billion (USD 56.9 million) in FY 2023/24 and KES 6.3 billion (USD 46.8 million) in FY 2024/25.
    At the county level, partnerships with Kitui, West Pokot, and Laikipia counties, translated the National Care Policy into concrete investments in care services and infrastructure (child care centers in market places established to allow women to be able to engage in economic activities), expanded access to water (borehole and water tanks provision reducing the time women spend collecting water) and community care services (child care services in communities freeing up women’s time to engage in economic activities). These investments contributed to reductions in women’s time spent on unpaid care work, informed by participatory time-use tools and local evidence.
    Under the NPWEE, strengthened implementation of the Access to Government Procurement Opportunities (AGPO) programme expanded women’s participation in public procurement. This resulted in a 58% increase in contracts awarded to women-owned enterprises and a 121% rise in their earnings, from KES 13.5 billion to KES 29.8 billion. This was achieved following increased understanding of 84 procurement officials (32 women, 52 men, including 15 youth and one person with a disability) on Gender Responsive Procurement training provided by UN Women and the National Treasury.
    UN Women contributed to this result by providing sustained technical leadership, policy advisory support and capacity strengthening of officials to enable policy adoption, budget integration, and gender-responsive budgeting and programme implementation. The State Department for Gender and Affirmative Action (SDfGAAA) in partnership with UN Women strengthened the capacity of 70 representatives (45 women, 25 men), government officials, including parliamentarians, the private sector, and media on implementing the 5Rs Framework, and supported public engagement in gender-sensitive policy development. This helped translate global commitments into nationally owned, gender-responsive policies that address structural change for women and girls in Kenya.
    Advancing SDGs: UN Women's impact and key achievements
    In 2024, UN Women in Kenya successfully promoted gender-responsive climate action while building resilience and improving livelihoods for women, girls, and communities, thereby contributing to SDGs 1, 5 and 13.
    621 women from 42 groups generated an income exceeding USD 143,733 in 2024 through Climate Smart Agriculture (CSA) practices. This was achieved through public awareness campaigns on the importance of adopting CSA technologies, greater acceptance and support for women’s participation in agricultural and climate resilience and training carried out by agricultural extension agents. In addition, 27 Village Savings and Loans Association groups accessed USD 7,335 in loans in 2024, up from USD 6,122 in 2023. This enabled the women to invest in climate-resilient agricultural practices and enhancing their economic stability and resilience against climate shocks. It facilitated the adoption of new technologies and diversification of income sources, leading to improved livelihoods and greater agency for women within their communities. This has resulted in increased income for women, and reduced household poverty and gender-based violence, which in turn has contributed to increased school attendance for girls and fewer early marriages.
    UN Women achieved these results through the “Kenya Economic Empowerment of Women through Climate-Smart Agriculture (WEE-CSA) in Arid and Semi-Arid Central Areas” project, carried out jointly with the Food and Agriculture Organization of the United Nations, three Civil Society Organizations (Hand in Hand East Africa, Anglican Development Services Eastern and Village Enterprise), and the county governments in Laikipia, Kitui and West Pokot counties. UN Women empowered farmers through training, resources, and support for CSA practices, and fostered gender transformation through media campaigns, leadership and entrepreneurship training, market access facilitation, and promotion of gender-responsive policies.
    The project was announced by OECD-DAC as a global, best practice project.
    Advancing SDGs: UN Women's impact and key achievements
    Kenya has over the past years achieved notable improved access to social and protection services, especially access to justice by survivors of SGBV, contributing to SDG 5 and UNSDCF Outcome 1.2[1]. The Kenya Demographic and Health Survey (2022), whose findings were launched in 2023, presented a positive trend on Ending Violence Against Women and Girls, with fewer women and girls experiencing violence in 2022 compared with 2014. Prevalence of physical violence went down from 20% to 16%, sexual violence prevalence from 7.6% to 6.42% while Female Genital Mutilation from 21% to 15%. The State of the Judiciary and Administration of Justice Report (SOJAR) 2023 showed an increased number of resolved cases, from 6,043[2] (2021) to 10,291 (2023)[3]. This was a result of the robust GBV strategy, adopted by the Judiciary to provide timely and quality justice services to survivors. The number of women and girls who accessed essential services increased from 1,181 (2019) to 8,894 (2023) according to the national GBV helpline, the Health Assistance Kenya data.
    The Judiciary under the leadership of the Chief Justice adopted and rolled out measures to fast-track prosecution of GBV cases and improve outcomes of justice for survivors. These include the establishment of 12 specialized SGBV courts in GBV hotspot counties[4], a convicted Sexual Offenders Electronic Register, a SGBV Strategy and a Child Justice Strategy (attached). In addition, the GBV legal and policy framework was also improved through the revision of the Sexual Offences Act (2006), National GBV Policy (2014,)[5] and 13 county specific GBV policies and laws[6]. These achievements are all in line with the Government's 12 commitments on GBV prevention & response, under the Generation Equality Forum GBV Action Coalition[7].UN Women provided technical and financial support to the International Association of Women Judges Kenya Chapter and the Office of the Chief Justice to develop the two Strategies, create the convicted Sexual Offenders Electronic Register, support establishment and operationalization of the SGBV courts and train justice actors. UN Women collaborated with UNICEF, UNFPA and UNAIDS to achieve these results. UN Women also supported CSOs and WROs (GBV helpline HAK 1195, IAWJ, CREAW, GVRC, Wangu Kanja Foundation, Action Aid, World Vision and ADSOCK) to enhance access to essential services. Finally, UN Women worked with State Department for Gender and Affirmative Action, World Vision, Action Aid, ADSOCK and CREAW to develop S/GBV laws and policies.
    While the downward GBV prevalence trend is encouraging and the measures adopted by the Judiciary commendable, many gaps persist including low government financing for GBV programmes[8], the scale of interventions remains small compared to needs, prevention programmes are confined to a few counties and overall accountability for implementation of GEF commitments remains weak. These gaps informed the UN Joint Programme on GBV, which UN Women leads.

    A notable increase in the number of elected women representatives was achieved in the Kenyan General Elections in 2022. Women now hold 201 of 1882 elective seats (179 in 2017). At national level, 3 out of 4 parties had women candidates for Deputy President (0 in 2017) and the number of elected women increased in the National Assembly from 23 in 2017 to 29 in 2022, from 3 to 7 County Governors and from 97 to 115 Members of County Assembly. More women were candidates for the ballot, from 8.7% in 2017 to 12% in 2022 and there was a 65.5% increase in the number of women vying as independent candidates (267 in 2017 to 442 in 2022). Overall, there was a 65% retention of women members of Parliament from the 2017 elections. These achievements are significant in a context of numerous barriers faced by women candidates: lack of support from political parties, high campaign financing, risk of Violence Against Women in Elections (VAWiE) and deeply entrenched patriarchal and discriminatory institutions, laws and social norms. The accomplishments can be attributed to consistent support to the GEWE agenda in Kenya. UN Women used its strategic position to enhance coordination between Government and civil society to implement a comprehensive approach, and synergized efforts internally across thematic units to address gender responsive legal reforms and civic education. UN Women resourced and enhanced capacities of women candidates, institutions and political parties, advocated for women’s voice and agency in the communities, increased women’s visibility through media and established cross-stakeholder collaboration. For instance, out of 176 women candidates supported by UN Women and its partner Echo Network Africa, 39 were elected. UN Women helped achieve a peaceful environment during and after the elections, through multisectoral coordination with state and non-state actors at County level and enhanced advocacy at grassroot level with peace actors. This was critical as previous elections have been violent, disproportionately affecting women and girls. It was achieved by supporting mechanisms for dialogue, consensus-building, response and reconciliation such as the Africa Women’s Leadership Network and localization of Kenya’s National Action Plan on UNSCR 1325. The election preparedness by justice and security sector agencies led to significantly reduced numbers of reported VAWiE cases (201 in 2017 to 3 in 2022). After the elections, UN Women advocated for greater representation of women in the new administration, contributing to 10 women out of 22 record-cabinet and senior government appointments. The increased presence of women in decision-making positions will push for the 2/3 gender rule, gender-equal legislative and policymaking and inspire young women and girls to take on leadership positions.
