Advancing SDGs: UN Women's impact and key achievements
The Papua New Guinea (PNG) Government demonstrated renewed commitment to the Sustainable Development Goal (SDG) on gender equality, with a particular focus on preventing violence against women (VAW). This was evidenced by the public apology issued by the Prime Minister and Members of Parliament for the situation of VAW, along with their pledge to prioritize women’s safety. This unprecedented commitment was followed by the renewal of outdated key national frameworks and the revitalization of the National Council of Women (NCW), which had been dormant since 2017.
With technical support from UN Women, the Government engaged in high?level advocacy to promote gender equality and the prevention of VAW, notably commemorating the IWD in Parliament and the Prime Minister issued a public apology to all women of PNG for the failings of men, including domestic violence, tribal conflict and sorcery?related accusations. Members of Parliament, including the Opposition Leader, also issued public apologies for inaction and committed greater engagement with women in their constituencies. This level of political will represents a critical platform for future advocacy initiatives.
Through UN Women coordination and financial support, the Department for Community Development and Religion revitalized the NCW through the elective 17th NCW Convention held from 31 March to 3 April 2025 in Kavieng, New Ireland Province. The convention convened 230 participants (210 women and 20 men), representing 17 provincial councils, government agencies, civil society organizations (CSOs), international partners, and the media. A strong unified national platform was established to coordinate, advocate, and ensure accountability. Later, the NCW mobilized women leaders to participate in the 2025 Local Level Government (LLG) elections. PNG recorded an increase in the number of women candidates who contested the LLG elections, with a total of 534 women. In Bougainville, women retained their five seats two open seats and three reserved seats.
Additionally, renewed political, the government in partnership with development partners conducted joint advocacy initiatives to end violence against women and girls including a highly publicized press statement released on 25 November 2025 during the 16 Days of Activism campaign. The partners invloved were UN Women, UNFPA, UNDP, the EU, the Australian Government, and the United States Government. The statement emphasized the global theme, “UNiTE to End Digital Violence Against All Women and Girls,” and highlighted the urgent need for a coordinated national response to high rates of violence.

The Papua New Guinea government, strengthened gender sensitive mechanisms including Gender Equality and Women’s Empowerment Policy and Women Peace and Security National Action Plan, to end violence against women and girls, promote gender equality, increase participation of women and girls in leadership roles, politics and decision making processes. In collaboration with UN Women and other stakeholders, the government successfully reviewed and validated the outdated National Gender Equality and Women’s Empowerment (GEWE) Policy (2011-2015). The old policy was not reflecting the current needs and perspectives of women, increased violence against women and girls and it was not offering adequate protection for women’s rights. The Department for Community Development and Religion (DfCDR) with support from UN Women, brought together representatives from 14 key government agencies, including the National Council of Women, Correctional Services, Personnel Management, Labour and Industrial Relations, and National Planning and Monitoring, CSOs and other key stakeholder to critically review the policy and ensure it advance gender equality and empower women in governance and decision-making. The processes engaged 212 representatives (154 women, 56 men, 2 undisclosed, and 12 with disabilities) from key government agencies, CSOs, and other stakeholders to review and validate the National Gender Equality and Women’s Empowerment (GEWE) Policy (2025-2035). .UN Women in partnership with Department of Community Development and Religion made significant progress towards developing Papua New Guinea's first-ever National Action Plan on Women, Peace, and Security (NAP WPS). UN Women sensitized 20 Department of Community Development and Religion 12 female officers, and 8 male officers on Women Peace and Security focusing on, gender equality with a specific focus on gender and conflict, Women Peace Security in the world and in PNG and Women Peace Security National Action Plan overview, case studies, and brainstorming. After the sensitization of the government officials, a roadmap was developed through a participatory approach, focusing on inclusive community engagement in line with the WPS agenda. This initiative successfully amplified the voices of civil society organizations (CSOs) and women’s groups in conflict-affected areas of Hela and Southern Highlands Provinces (SHP). As part of the agenda building, two key community dialogues were conducted in Hela and Southern Highlands provinces from 29 September 2024 to 11 October 2024. The dialogues reached 58 CSOs (26 women and 32 men). Two provincial-level Women’s Agendas on WPS were developed for Hela and SHP, addressing key areas of participation, prevention, protection, and relief and recovery. The agendas were further validated by 51 (46 women and 5 men) CSO representatives from Hela and Southern Highlands provinces.

Advancing SDGs: UN Women's impact and key achievements
In 2022 PNG held its general elections and two women were elected out of a total of 118 seats. This marks an improvement from the 2017 election in which no woman was elected into the 10th Parliament. While this is an achievement, only 9 women have been elected to PNG's National Parliament since its establishment in 1975. On 24 November 2022, the 11th Parliament of Papua New Guinea (PNG) established a permanent committee on Gender Equality and Women's empowerment. This committee is a significant milestone given the low socioeconomic and political status of women in PNG, the high rates of violence against women and girls and gender gaps across multiple development indices. It previously existed as a special committee focused on supporting women's political participation and ending gender-based violence. The joint advocacy by the United Nations country team, development partners and civil society actors working within the Spotlight Initiative and Women Make the Change (WMC) programmes contributed to this establishment of a permanent committee on gender equality and women's emowerment. UN Women is the technical coherence agency of the Spotlight Initiative and contributed to this result through development of advocacy messaging shared at multiple forums, including the UN Resident Coordinator's remarks delivered on the occasion of the launching of the annual 20 days of Human Rights Activism from 20 November to 10 December. UN Women and UNDP are partners in the WMC programme. This work is part of the United Nations Sustainable Development Cooperation Framework (UNSDCF) Sub-Outcome 3.3: By 2022, people in PNG live in a safe and secure environment that allows them freedom to exercise their political, social, economic, civil and cultural rights enshrined under the Constitution. It also corresponds to SDG Target 5.5: Ensure women’s full and effective participation and equal opportunities for leadership at all levels of decision-making in political, economic and public life. PNG's Constitution enshrines the right to equal participation in politics, however PNG's politics remains a male dominated space in both patrilineal and matrilineal communities.
