In the reporting period, UN Women advanced partnership and resources for more results for gender equality and women empowerment in Moldova. For this the CO entered in three partnership ( as Memorandum of Understanding (MoUs)) with State University of Moldova, National Agency for Preventing and Combating Violence against Women and Domestic Violence (GBV Agency) and Consolidated Programme Implementation Unit of IFAD ( CPIU IFAD ) under the Ministry of Agriculture and Food Industry.
The number development partners supporting UN Women in the implementation of the Strategic Note 2023-2027 increased to eight - Sweden, Denmark, UE, Japan, WPHF, PBF, ADA, SDC, with three new Financial Agreements signed during the reporting period. The recourse mobilization efforts culminated wit a total amount of 11.69 mln USD.
UN Women Moldova FB page registered 1,693 new followers, with a total of 34508. The Twitter account registered 187 new followers with a total of 5137 followers. The Instagram account has 5151 followers with 918 new followers.
Periodic coordination meeting with the key UN Women donors and partners (Sweden EUD, SDC, ADA, Denmark, UN Agencies, etc.), and with representatives of the Government (State Chancellery, MLSP, MF, MFAEI) were maintained for leveraging the better results for gender equality and women empowerment at country level.

The Country Office (CO) in Moldova has maintained steady progress across managerial, programmatic, operational, financial, and administrative support functions, ensuring effective delivery of results and optimal utilization of funds.
Under Human Resources (HR): Effectively ensured the office was equipped with the required staffing, meeting organizational needs and supporting the successful implementation of its activities. 86 recruitment processes conducted, resulting in the hiring of 31 personnel ( 14 Fixed-Term Appointments (FTAs), 12 Service Contracts (SCs)) 1 intern and 59 consultancy contracts using the new recruitment platform to enhance talent acquisition processes. Initiated preparations for the transition to the PSA contract modality.
Procurement: Processed over 160 procurement cases efficiently through the new ERP system, with strict adherence to corporate rules and procedures, showcasing robust operational capability.
Information and Communication Technology (ICT): Achieved 100% compliance in Information Security, ensuring a secure and resilient digital environment.
Resource Mobilization and Budget Monitoring: Demonstrated strong resource mobilization efforts, securing sufficient funding to support programmatic and operational needs. Achieved a high delivery rate, effectively translating allocated resources into impactful results, further enhancing donor confidence and stakeholder engagement.
The mandatory trainings were successfully completed with an impressive overall pass rate of 99.5%, reflecting the commitment and preparedness of participants. Almost half of the staff ( 20 person) are certified on different training provided online and offline during the reporting period. Majority passed the project management trainings , and other training subject was on partnership and resource mobilization, procurement and supply chain management, leadership in humanitarian decision-making spaces, gender responsive budget etc.

The knowledge products catalog of the CO updated periodically and reached more than 30 knowledge products listed in the Catalog for the reporting period.
The UNCT Common Country Analysis (CCA) Dashboard display a separate Gender Profile module which provides a detailed overview and visual representation of gender-sensitive data, including key areas such as education, health, and economic empowerment. This cohesive and accessible data ecosystem will allow the UNCT Results Group (RG) to use the data for the thematic analysis and aligning the development support toward elimination of identified gender inequalities as was committed under the United Nations cooperation framework (UNSDCF) with the Government of Moldova.

Streamlining Processes and Enhancing Efficiency
In 2024, significant strides were made in optimizing operational procedures to enhance efficiency and alignment with corporate standards. Regular reviews of Standard Operating Procedures (SOPs) across key areas—such as Human Resources, Procurement, Travel, Finance, Small Grants, Event Management, and RFPs/RFQs—were conducted. These reviews incorporated lessons learned and corporate updates, including adjustments to accommodate the new ERP system. The process improvements were complemented by refresher sessions provided to staff, ensuring continuous learning and compliance with updated procedures.
Monitoring and Planning for Strategic Impact
Rigorous monitoring mechanisms were applied to track the implementation of the Strategic Note (SN) and Biennial Work Plan (BWP) against UNSDCF, SN, and project indicator targets. These efforts ensured timely progress and proactive risk management.
Mid-Year Monitoring: A detailed mid-year monitoring form was submitted, highlighting forward-looking actions for effective implementation over the next six months.
Annual Work Plan (AWP) 2025: The AWP for 2025 developed and submitted on due time for final approvals , following the Regional Office (RO) quality assurance, with comments addressed as per established procedures.
Strategic Adjustments: Amendments to the SN/AWP were submitted in August 2024 to reflect adjustments to Strategic Plan (SP) indicators following the mid-term SP revision and to accommodate additional core fund allocations.
Quarterly Monitoring Updates: Q3 monitoring information was updated in the Results Management System (RMS), ensuring real-time tracking of progress.
Compliance with Security Risk Management
The organization demonstrated full compliance with UN Women’s Security Risk Management standards, achieving a 100% compliance rate for 2024. This reflects a steadfast commitment to ensuring a safe and secure work environment for all staff.
High Training Completion Rates
The completion rate for mandatory training courses reached an impressive 99.5%, reflecting the organization’s commitment to capacity building and professional development. The annual performance management and development reviews completed on time and at 100 percent.

The share of the non-core funding directly applied towards the Strategic Note stands at level of 28 % from the total expenditures of the 2024. Sweden and Denmark are the two donors supporting the direct Strategic Note implementation.

Management Responses: Two management responses of the final evaluation of the “Strengthened Gender Action in Cahul and Ungheni districts” ( EVA) Project funded by the European and the final evaluation of the ( CPE) 2018-2022 updated with the status of the key actions in the GATE system.
Evaluations: The final evaluation of the joint project with UNDP and OHCHR, PBF "Building sustainable and inclusive peace, strengthening trust and social cohesion in Moldova" was initiated with the planned data collection mission during the first quarter of 2025.
