Improved management of financial and human resources in pursuit of results
In 2021 the office was working successfully online and offline. There were two major covid19 spikes in Kyrgyzstan, in July and in October. The office was smoothly changing modality of work without negative impact on programme activities. There were no major interruptions to business processes. The office met all compliance requirements: month-end closure, review of risk management register, assets certification, monitoring of submission of mandatory certificates, etc. The country office is active member of the UN CT. Other UN agencies use country office LTAs on event management. The country office uses LTAs of other UN agencies for printing and translation services. The internal procedures in relation to finance and administration were re-organized to build in management of TJK operations. In this way the country office managed the workload successfully ensuring high quality of work. Financial and HR management was ensured through monthly operations meetings with staff, which enabled resolving operations related issues. HR management was done through careful review of staff capacity, gaps against the funds availability and program needs. As a part of capacity building for RPs the country office conducted training sessions on management of cash advances. The CO managed to secure 100 percent resources that were planned for the year and delivered 2.3M with 100 percent for core (US$ 198,417 and at least 90 percent for non-core (US$ 2,158,425). The scope of services to TJK office included financial support (budget management and payment processing), procurement and recruitment support, other miscellaneous services. At the end of the year TJK Assets were transferred to Kyrgyzstan office as well. The services were provided using the Global service tracker. There were several meetings with participation of RO, Tajikistan and Kyrgyzstan offices to ensure quality and timeliness of services. Regular working meetings conducted with participation of operations staff of both offices. Tajikistan office was satisfied with the quality of services provided by Kyrgyzstan office.

During the reporting period the operations unit was providing extensive support to timely and effective implementation of program/project plans. Regular financial updates and reqiored advisory services were rendered on as needed. With participation of the entire country office team SOPs were developed for all areas of operations to facilitate effective finance, procuremetn and hr services to program. On-demand training sessions were conducted for TJK and KGZ offices. Throughout the year the operations unit closely monitored the quality and timelines of all recruitments.
