Improved management of financial and human resources in pursuit of results
The Country office has filled all planned positions including two Programme Management Specialists, a Monitoring, Evaluation, Accountability, and Learning Officer, a Planning and Coordination Specialist, a Programme Coordinator and a Programme Associate for the 3R's project. It is important to highlight that three colleagues previously on SSA contracts have transitioned to better modalities including 1 on FTA position and 2 on SC positions as well as a long serving colleague on SC to FTA position. In order to strengthen key program portfolios, the CO has engaged short term consultants to provide support to coordination, economic empowerment and normative work that enhanced delivery on planned activities. The completion rate of mandatory courses stood at 92% while the percentage of 2024 PMD completion rate stands at 100%. In 2024, UN Women Rwanda has further strengthened a culture of risk management, accountability and harmonization of business practices in its operations. Th CO strengthened staff capacity and accountability to deliver results in gender equality and women’s empowerment through various staff training on Results Based Management Training, Financial Reporting and accountability, Joint HR and Operations Managers and Africa - wide EVAW FP Retreat. Staff retreats have enabled employees to better understand organizational policies, procedures, and strategic priorities. Team Building activities have strengthened collaboration among teams and enhanced workplace relationships. It has also enabled colleagues to provide feedback, voice concerns and suggest improvements, hence creating an inclusive environment and boosting staff morale. The staff welfare survey was the opportunity for the organization to identify staff needs and a channel to address the gaps.

The Country office has filled all planned positions including the Finance Assistant under UNV contractual modality, the Planning Monitoring and Evaluation Reporting Specialist (PMER) through Service contract modality and the Coordination Specialist Consultant and the Junior Communication Consultant. The completion rate of mandatory courses stood at 92% while the percentage of staff completing training on anti-fraud and accountability was at 80% and PSEA stood at 90%. The percentage of 2021 PMD completion rate stands at 100% and the 2022 IWP stands as well at 87%. In 2022, UN Women Rwanda has further strengthened a culture of risk management, accountability and harmonization of business practices in its operations. In order to ensure full compliance in Risk management, the Regional Office has organized a training in Risk management and the UN Trust Fund did the same with the aim to harmonise Financial Reporting through strengthening the coordination and implementation mechanism of the Procedure for the Allocation and Use of the UNTF Support Cost for Grants Management by Field Offices (Service Level Framework). The Country office has put in place all the common services requirements through UNDP to allow better service delivery.

The key staff positions planned for 2021 are onboard, namely the Communication and Knowledge Management Officer as well as the Project Coordinator for the 3R Programme. In addition to that, two interns joined in the last quarter of 2021 to support the Communication and Knowledge Management Officer. This brings the total count for the CO to 20, comprising 7 FTAs, 8 SCs, 3 SSAs, and 2 Interns (after the departure of the JPO on the FTA contract modality who shifted to HQ as of 24 November 2021). At the end of the year 2021, the completion rates stand at: • 91% completion of mandatory courses • 80% completion on PSEA online training • 90% completion on the online anti-fraud and accountability training. • 100% completion on 2020 PMD • 86% completion on 2021 IWP (with full completion expected in Q1 2022 at the end year completion of PMDs) The Country office has put in place all the common services requirements through UNDP to allow better service delivery as well as the protocols requirements for the Covid-19 as recommended by WHO and guidelines from the Government of Rwanda. This included the vaccination of all personnel and dependents aged 18 years old, willing to be vaccinated. The Business Continuity and Crisis Management Application (BCCMA) tool has been updated for Rwanda CO with a compliance rate of 100% while the Security and Safety Compliance Survey (SSCS) compliance rate was standing at 98% as of 31.12.2021. In 2021, four training sessions took place: 1) Training in Atlas covering the following topics: Project Budget (Set-up the Budget & Budget revision); Budget details (Commitment Control: KK), and Budget overview for all UN Women staff and personnel. 2) Training on Drivers Road Safety organized by UNDSS where UN Women was represented by Jean Uwitije and Leon Muhire. 3) To ensure full compliance of PSEA and anti-fraud, UN Women Rwanda in collaboration with the RO organized a training for all partners in PSEA and Anti-fraud and accountability. 100% of all CO staff attended the four-day refresher training. In addition, a training was held specifically for partners and had 26 organizations and institutions attending. In addition, a training was held for UN Women staff on internal knowledge management systems and procedures.
