Advancing SDGs: UN Women's impact and key achievements
UN Women in South Africa and in partnership with De Beers Group’s funding of EntreprenHER at cost of $3,000,000 supported women owned micro-entrepreneurs strengthening their business profitability, job creation within their communities and income security. The programme targets 1500 women through a multi-country programme leveraging the ILO Entrepreneur Model on Generate, Start and Improve your Business. Women recorded 10 per cent increase in profitability and the creation of 72 jobs were created , improving livelihoods for women and their households and communities. UN Women contributed to these results by combining entrepreneurship development with tailored mentoring and coaching and stronger access to markets and supply chain procurement linkages. Women received business skills training, individualized post-training support to improve enterprise management and connect to buyers through digital marketing platforms and exhibitions. Exhibition participation generated USD 2,136.23 in sales in a single day for participating women entrepreneurs, while procurement linkages through BuyFromWomen generated an additional USD 33,910 in revenue. The programme also enabled women to expand into non-traditional sectors and reinforced longer-term capacity. Seventeen women-led ventures entered traditionally male-dominated industries, including 15 small-holder farmers working in climate-smart agriculture. Sustainability and visibility were further strengthened through the certification of eight trainer of trainers, the development of 10 case studies, and women entrepreneurs’ participation in the G20 Forum on Financial Inclusion, supporting dialogue on scaling the EntreprenHER model. Leveraging the Management Information System to generate data and evidence-based reporting on targets and indicators as agreed with the Donor complemented results for the programme. These results were achieved through strategic partnerships with the De Beers Group, provincial national institutions and Local Municipalities Together, these efforts advanced SDG 5 (Gender Equality), SDG 8 (Decent Work and Economic Growth) and SDG 10 (Reduced Inequalities) by expanding women’s economic autonomy, generating decent work and widening access to inclusive markets.
Advancing SDGs: UN Women's impact and key achievements
Since 2020, UN Women has supported South Africa’s initiatives to enhance women’s participation in public procurement, aligning with President Cyril Ramaphosa’s commitment to allocate 40% of government procurement spending to women-owned businesses. In 2024, the Public Procurement Act (Act 28 of 2024) was enacted, incorporating gender equality and women’s economic empowerment provisions based on UN Women’s recommendations. A new chapter in the Act prioritizes women, youth, and persons with disabilities in procurement opportunities. Commitment to Gender-Equitable Procurement, UN Women provided technical guidance to embed gender-equality provisions in the Public Procurement Bill. The enactment of the Public Procurement Act 28 of 2024 marks a transformative milestone in advancing gender equality and ensuring economic opportunities for women in South Africa. The Act addresses structural barriers such as the underrepresentation of women-owned businesses in procurement by mandating set-asides for women, youth, and persons with disabilities. This was achieved in collaboration with the Department of Women, Youth, and Persons with Disabilities (DWYPD) to secure inclusive procurement strategies in South Africa's policy framework. The aims is to harmonize procurement regulations across South Africa, replacing the outdated Preferential Procurement Policy Framework Act of 2000, ensuring targeted opportunities for marginalized groups. UN Women has worked with its partners to provide capacity building for women entrepreneurs under Women Economic Empowerment Programme (WEEP) and Women Economic Assembly (WECONA) initiatives collectively trained over 10,000 women entrepreneurs by 2024. WECONA now operates in 15 economic sectors, enhancing women's participation in supply chains for industries like finance, automobile, textiles, and energy. UN Women will continue to support the National Treasury to develop guidelines and regulations to operationalize the Act from 2025, subsequently supporting the SF).
Advancing SDGs: UN Women's impact and key achievements
In 2023 the South Africa Multi-Country Office (SAMCO), contributed to realization of SDG 5.2 through continued support to the implementation of South Africa’s National Strategic Plan on Gender Based and Femicide (GBVF). The National Assembly passed a Bill on the establishment of a National Council on Gender Based Violence and Feminicide on 31 October 2023. This Bill is then expected to go through an approval process by the National Council of Provinces (NCOP). Upon approval SAMCO will support and strengthen the implementation of the policy and support the establishment of the National Council of GBVF.
SAMCO partnered with Ilitha Labantu, a civil society organization, to build capacity of police officers and duty bearers in 75 police stations through the GBV Police Training in the Western Cape to prevent and respond to violence against women and girls. This training improved Police officers understanding of gender sensitivity and dealing with child trauma, thus preventing the secondary victimisation especially for GBV survivors. This initiative in South Africa is anticipated to be replicated in Lesotho in 2024.
SAMCO provided technical and financial support for the promulgation of the Procurement Bill, which was passed by the National Assembly in 2023, however, awaiting the approval of the National Council of Provinces. The Bill prescribes targets for the Minister of Finance and sets aside procurement spent for black women, people with disability and small and micro enterprises.
SAMCO supported the South Africa government in implementing a Just Energy Transition (JET) initiative to ensure equitable access to and sufficient power generation, whilst recognizing the impact on livelihoods, workers, and communities; and to develop policy recommendations, and programming to ensure that women from affected areas benefit, by participating in these transitions, to minimise the impact of climate change. In Lesotho SAMCO provided technical and financial support to the development of a Draft Gender Mainstreaming strategy for the security sector. Once the strategy is validated and adopted, it will facilitate the mainstreaming of gender into policies and processes of the security sector. This is envisioned to contribute towards the strengthening of meaningful representation and participation in the security sector.

The partnership with the South African Catholic Bishops’ Conference (SACBC) leveraged the HeForShe Campaign to address negative social norms and gender stereotypes. Through working with men and boys in taverns, UN-Women SAMCO contributed to strengthening and promoting favourable social norms, attitudes and behaviours at community and individual levels to prevent gender-based violence (GBV). The modalities used to intervene included research and advocacy, developing toolkits, engaging communities, and modelling social clubs across a mixture of informal settlements and rural areas in the Nelson Mandela Bay area, Themba, Greater Hammanskraal, Mamelodi Umgungundlovu Ehlanzeni, Emalahleni and Klerksdorp that are all known for high rates of GBV.
The partnership with World of Impact has contributed to changing the behavior of duty bearers in and within the justice system by promoting a ‘new collaborative way of working’ for better and faster impact within three (3) levels of government – national, provincial and local. Through support for the scaling up of the 100-Day Challenge in five (5) districts in Bloemfontein, UN-Women SAMCO has contributed to strengthening the implementation of GBV action plans in a coordinated and inclusive manner.
Campaigns and days of reflection conducted by UN-Women SAMCO in Lesotho to address harmful norms and reduce women and young women's vulnerability to HIV/AIDS and GBV have been well received and are contributing to transforming long held harmful beliefs and norms around gender with community members describing them as ‘eye openers’ and requesting continuous dialogues for transformation of harmful practices fostering toxic masculinities and young women’s vulnerability to HIV/AIDS and GBV to continue enlightening community members. In Lesotho, Namibia and South Africa, the work with faith-based and traditional leaders on transforming toxic masculinities through leveraging HeForShe is being rolled out into larger communities due to the promising transformations observed. Parliamentary initiated HeForShe sessions in South Africa have resulted in the men's parliament committing to conduct similar sessions in 882 traditional courts countrywide and influencing even more communities.
